why is tim raines not in the hall of fame?

I can't figure out why he's not even close to being in the HOF. Not only looking at the above article, if you compare his stats to Lou Brock ( 1 of the 3 players born after 1890 to steal 800 bases, Henderson and Raines being the other two)

Sure Brock has some slightly better stats, 938 SB compared to 808, but Brock was caught over twice as much as Raines ( who has an incredible sb/cs ratio). Brock had 400 more hits, but Raines had a lot more walks. They had the same average. Yes you could make an argument that Lou Brock was the better player, but he was also a first round ballot and Tim Raines after 7 years is actually dropping.

Hey, hey, hey you are insulting a legend here in St. Louis! Just kidding I agree Tim Raines should be in the HOF. It is a shame that he is not in there. Here we are stunned that former catcher Ted Simmons is not in the Hall even though he was over shaddowed by Johnny Bench in the 70's compare the stats. The only thing bench had on him with 100 career HRs as in camparisson Simmons he more hits, RBI and average. I think what what was Bench was with WS contenders. Also, not to trounce on a dead man's grave but Ted Simmons had better stats than Gary Carter as well.
