I'm not going to judge "right" or "wrong"; I'll just stick to 'credible/not-credible' and Mr Turcios' account is not corroborated by the Citgo footage; therefore, I won't include his account in my flight path study.
Next, I'd like to study the account of Officer Brooks. Here is a partial transcription from his November 25, 2001 LOC (Library of Congress) interview:

(1:32) About 15 minutes later, again, they said uh, a second plane had hit. Uh, this time they just cancelled the uh the meeting, and just gave everybody assignments. Um, what I remember vaguely was uh stopped and got some breakfast and I was doing my paperwork in the car. Uh, where I was located was right across the street from a gas station which is adjacent from the Pentagon, uh how many yards I don’t know but it’s actually pretty close by, it’s just right across the street.
(2:00) Um, happened to be sitting there and this time it was a little bit uh before 9:30, a little bit after 9:30. Uh, I just happened to look up to my left up in the air and just seen a plane [sic]. Uh, a few seconds shortly after that I heard uh what seemed to be a tractor-trailer or something come up behind me; well it felt like it was coming up behind me and uh I looked again but this time I looked I didn’t see a truck. I looked to my left and lo and behold I noticed that the plane was just going uh awfully low. Now granted, uh, at this time I hadn’t registered the two events that had happened in New York. I just really just thought the plane was flying awful low.
(2:46) Um, a few seconds less, a few seconds later, um, out of nowhere I just literally, it’s hard to explain, but just seemed, uh, the nose of the plane just looked like it was just going straight down.
(3:00) At this time I got outta my car because I new something was wrong. And again it still hadn’t registered the two events in New York.
(3:07) Uh, a few seconds after that, I literally [inaudible] plane just go nose-dive into the Pentagon. Um, very awful sight because at the very end uh the plane literally just full-throttle and, to this, to this day I don’t know if I was able to watch it or not but just to be frozen in time like that, to see that plane just literally clip the lamp pole.
(3:33) Uh, the closest that, people were asking me how close it felt, uh, almost if I had a rock I felt like I coulda hit it, but just [pause] just a instant, just, just a moment um that happened really; just, it was just like being in a movie.
(3:51) Um, unbelievable. Unbelievable. As soon as the impact, it was uh there was a loud thump, there was a loud boom, and just chaos. There were screams. There were uh people literally running into the highway. Uh, there were Police cars, there were rescues, there were people just yelling over their radio they were saying we are being attacked.
(4:11) Now granted we still; nobody has really registered what has happened yet, until the plane has actually hit the building. And by then it was actually too late. Uh, we new we were in trouble by then. Uh, by that time I had gotten in my Police car and actually I was heading towards the uh, in front of the crash site, which is 27 which is actually a uh road right in front of the Pentagon.
(4:38) There were people literally jumping over the, uh, the barriers there, I mean, there were cars that were literally going 50- 60- miles an hour. There were people literally running the road. There were people jumping on my car asking for a cell phone. I literally, to that point, felt like I was in a movie. I really didn’t know which way to turn.
(4:55) Uh, what I did then, was try to get as close to the building as I can because there were people still coming out; there were people literally just laying on the ground. We were trying to move these people to, uh, safety. And it felt like a life time.
(5:10) Uh, I don’t reca recollect how much time from the time I actually seen the plane to the time the plane actually hit the building, how much time had elapsed, but it just felt like everything was in slow motion. I believe I just didn’t; my mind just didn’t register. Because again I really, at the time, didn’t uh realize what had happened up in uh New York City, I was still, still kind of in a daze. The whole time I’m thinking this plane was awful low, it’s just an accident, what’s going on. But after that, I think that event has really actually changed my life. [Officer Brooks goes on to talk about his life-changes.]
What we can gather in re a flight path are the following items:
got breakfast (location unknown);
doing paperwork in his car;
parked across from a gas station (the Citgo, most likely);
around 9:30 am;
Looked up to his left and saw a plane (but we don’t know which direction his car was facing nor which direction he was looking);
got out of his car;
the plane nose-dived into the Pentagon;
clipped a lamp pole.
That’s all well and good, as far as it goes. But there is one thing he did NOT mention: getting gas!
Next, I’ll look at the CIT interview with Officer Brooks.

The Brooks-CIT Interview opens with a shot of Brooks standing by his car next to two yellow barriers in the middle of the driveway to the Citgo (now NEX) gas station.
The Google street view looks like this
Why is Officer Brooks posing in the middle of the driveway? Because that’s from where he first sees the plane on 9/11, according to his interview with CIT. This seems to contradict his LOC interview during which he said he was across the street when he first saw the plane.

(31:45) Sure. Uh, during that time of 9/11, I was currently assigned to the patrol division of the Pentagon Police. And prior to uh around zero-900 we were dispersed from our meeting because there was a uh accident in New York. uh We were told to uh continue to uh go out and conduct uh uh our patrols here.
(32:07) So, what had happened on the morning of 9/11 was I had come over here to uh Citgo station which is now the Navy Exchange to fuel up my patrol car.
(32:18) [In response to the question “Where were you fueling your car?”] Uh right here, uh, where that gentleman is at right now on the fuel right there on the very end [points to the spot where Lagasse was getting gas on 9/11].
(32:24) [The interviewer offers the descriptive term “the far right” and Officer Brooks goes along] The far right. And after the fuel here I had pulled over because I wanted to uh conduct my uh patrol sheets. I wanted to uh get my paperwork done.
(32:35) [When asked to indicate where he pulled over, Officer Brooks points to current location] Right here.
(32:39) [When asked “Where your car is right now?” Brooks says] Correct. But instead of doing that I figured I didn’t want to block traffic because the barrier, this barrier right here wasn’t uh located at the time. So I wanted kinda to get a neutral spot away from the traffic and away from everybody.
(32:50) And as I was getting into my patrol car to go directly across the street, which you see is FOB2 Lot 6; that’s Lot 6 which is the bottom parking lot here.
[AT this point, the interview moves to Lot 6, across the street (South Joyce St)]
(33:14) [The interviewer notes that Officer Brooks is now supposed to be standing in the same spot as on 9/11 after getting out of his car at Lot 6, and after seeing the plane as he was pulling over to Lot 6, and finally asks ‘what side of the station did you see the plane cross’]
(33:47) Okay. Actually, in the front of the station, in the front of the station, exactly where we were at earlier with the yellow uh jersey barriers.
We see that Brooks’ memory of his activities on 9/11 changed over the years in that he did not mention being on the Citgo property for the LOC interview, but later claimed to be getting gas for the CIT interview (at a fuel pump already-occupied by Lagasse!) .
The CIT did not establish Brooks’ activity using the Citgo footage, therefore: until Brooks’ activity can be established, I will not be using his account for my study.
I hope Officer Brooks will take the time to review the Citgo footage and pick put the vehicle he was driving on 9/11. I will gladly update my study once he makes that known.

hey debs! yeah sure, i'll take a proper look ASAP - i've got to get up for work in about 3 hours (eek), but his account is a bit confusing.
they talk about seeing the plane when he was at the gas station, then seeing it a couple of minutes later from the second position (lot 6) fly over (from his estimate) the yellow barriers and the station. william middleton snr (i think) talks about seeing the plane a few minutes before as well, and says it must have circled around and came back i think.
in brooks' interview with CIT, craig seems to add his usual bunch of confusion, including an odd comment about the gas pump brooks was at (its the far left pump brooks indicates, but they say far right for some reason).
i'll have a proper look, including citgo, tomorrow if that's ok, better go to bed really lol

yeah, that would be my bet. seems to turn off at the correct sort of angle to head across S Joyce as well, as opposed to joining S Joyce.

i think we see that car come from the single-pump side, so i might be wrong.
oh, actually! we see it in the single pump-side turn around to leave. i think he's parked between the two cameras, in the white car, he pulls around to leave, as seen in single-pump cam, appears in double-pump cam, almost hits lagasse, then crosses the street.

having a better look now debs.
the main point of interest in that theory about brooks is the sighting of the plane minutes before he moved his car. i'll check william middleton's interview again, i think he said something about seeing it circle around before the attack run. i mean, i know a plane did circle round, but could brooks have seen that from his position?
anyway, if middleton did, then brooks could have.
d'you know who knows they're wrong? CIT. i'm telling you. they KNOW they're wrong.

oh, and regarding brooks seeing the plane hit a lightpole, i think i've heard CIT say something about a retraction in that regard, but that may have been in relation to a different witness, and CIT don't show anything to prove this in their videos.
so if brooks really is "willing to testify" about what he saw (as stated by CIT), he'd probably get up on that stand and say he saw it hit a lightpole. bang goes 911 truth.
re: brooks petrol pump - i think he was at the pump diagonally opposite lagasse's pump, before the start of the video clip we have.
when talking to CIT about the pump he was at he says:
"where that mumunum (i think this could be minivan, but i'm not sure) is at right now with the fuel, on the very end", Craig: "oh ok, so on the far right?", Brooks: "the far right."
