The below article is a bit old, but I just came across it. Goldstein is 'spot on' again! ____________________________________________________________________________________ Toronto Star has lots of race advice for police — all useless: Goldstein By Lorrie Goldstein 8th February 2010 Every couple of years the Toronto Star presents a huge statistical analysis — it just did it again — proving what everybody already knows. That is, the police profile blacks to fight crime. Ironically, that’s the very thing we’re told we don’t do to Muslims when it comes to fighting terrorism ... right? What the Star is saying (again) is it has statistical proof — based on police records it always has to fight the police to release — proving they disproportionately charge, ticket, stop and question blacks compared to whites, who are also disproportionately held for bail. The police say in response (again) they aren’t targeting blacks, but criminals, to which the human rights industry replies that when you target criminals by targeting blacks, that’s systemic discrimination. Obviously, it’s not a particularly productive discussion. What I’ve never been able to figure out is exactly what the Star’s editors — and the human rights industry — want the police to do, given that everyone agrees racist cops have no place on police forces. But say there’s a gang-related drug shooting in Jane-Finch. Chances are, the perpetrators, and the victims — sometimes innocent victims — are young black males. Do the Star’s editors think the police shouldn’t disproportionately question young black men to try and solve the case? Would they prefer they question more young white men in, say, Leaside, so statistically the proportion of black and white people questioned will be the same? Why? The Star’s right about one thing. There’s a downside to profiling. It means a lot of law-abiding blacks — and most blacks are law abiding — get stopped and questioned by police. When this happens repeatedly, some (not all) blacks, understandably blame police for targeting them because of colour. The police say they’re targeting crime, but law-abiding people are entitled to feel how they feel. Point is, what are the police supposed to do about that ... Anyone? It’s also true who gets investigated by police depends on what they’re investigating. Focus on gangs and guns (which we want our police to do) and it’s a good bet young black males will be disproportionately questioned and charged. Ditto busting up terrorist cells when it comes to Muslim men. Ditto busting up criminal biker gangs when it comes to white males. How is any of this racist? Then again, according to the Ontario Human Rights Tribunal, the police can also be guilty of “unconscious” racism — being racist when you don’t know you are. Again, back in the real world, how are the police supposed to defend themselves from a finding like that? Finally, surely the most important things about profiling are whether it works and whether it’s done not to unfairly harass people, but to fight crime. To know that, you first have to know whether the conviction rate for people from any particular community for any particular crime, is disproportionate to their numbers in the overall population. Without that, statistics indicating police disproportionately question, charge, ticket and interview any one group of people are meaningless because they lack context. Then again, even if the conviction rate is disproportionately high, the human rights industry will argue the reason is due to the “systemic” discrimination in society which puts a priority on say, stopping gang-related gun crime, as opposed to other crimes. I’ve never known how the police are supposed to respond to that one, either ... Anyone? One final question for the Star’s editors. Say police started profiling Muslims for gang-related gun crime in Jane-Finch, biker gangs for global terrorism and blacks for belonging to white biker gangs. How effective do they think that would be ... exactly? |
