To me, it would make more sense to fine a private healthcare provider for refusing to cover you when you had a serious illness. If you don't have the money for government healthcare, where are you going to get the money to pay the fine. I think someone is trying to yank your chain. I don't know how enforable it would be. I guess the law could check your health insurance plan when they they check for your gun registration.
