THE Rudd Government has hit back at opposition claims it is creating slush funds from budget surpluses.

The Government is investing at least $40 billion from this year's surplus and the next in three capital investment funds for infrastructure, health and education.

Opposition treasury spokesman Malcolm Turnbull yesterday said the infrastructure fund - Building Australia Fund - was nothing more than a slush fund to prop up state governments and spend on marginal seats.

Infrastructure Minister Anthony Albanese dismissed the criticism saying the previous Howard coalition Government had done nothing to address economic challenges, such as infrastructure.

"For Budget after Budget there were submissions from the business community crying out for national coordination of infrastructure, crying out for an end to the blame game," Mr Albanese told ABC radio today.

"The fact is that what Labor has is a long-term approach to the economy and in infrastructure development, this will be regarded as one of the hallmarks of the Rudd Government.

"What we have seen in the Budget aftermath is the coalition giving up any pretence to economic responsibility whatsoever, in a way which defies belief."
