this is the music program i use (finale notepad 2009)
version 2008 was free. unfortunately, they are demanding 10$ for the new version and the old one is no longer up. i don't think that there is a problem with being able to afford it, but availability of a credit card for most.

anyway, the interface is very easy to understand, and it can open/edit/save midi files. worth way more than the 10$ it costs.
