Perhaps bichirs that are close to becoming juveniles are ok to keep in a 30gallon. However IMO if you want a healthy bichir, who will grow to be the biggest size possible, you need a bigger tank than a 30gal. Even a single angelfish is not small enough to be housed in a 30gal tank, an angelfish would need double that size!
