A Non-fanboy discussion, The Roger Ebert Question...Are Games art?

I know this is old, but I want to discuss this with people here. Roger Ebert thinks that games are not art. Atall.Do you think, compared to movies or books, that video games are art?
Can video games make you laugh, cry, smile, scream, feel angry in the context of a plot? Etc.?
Will there be anything in the future that could surpass movies or books in terms of the artestry, or maybe, has there been a game already released that delivers on that?

Any help appreciated.

I didn't find the right solution from the Internet.
