Hello I am a noob to all the code stuff been reading a lot of post trying to get a handle on some of it.
I know how to change the background color but can't seem to be able to change the color of the submenu _bar or the div#submenu.
Any help would be appreciated

The areas in BOLD are where to change the background color:

#submenu_bar {
background:url(http://z3.ifrm.com/static/1/css/submenubar.png) repeat-x top #FB9D3A;
border-left:1px solid #3a5197;
border-right:1px solid #3a5197;
height:14px;
margin:0 2%;
}

#submenu {
background:url(http://z3.ifrm.com/static/1/css/dropli.png) repeat-x top #586eb1;
border-left:1px solid #3a5197;
border-right:1px solid #3a5197;
color:#586eb1;
font-size:85%;
margin:0 2%;
padding:3px 1% 4px;
text-align:right;
}

Hi Jackster
I have changed those hex numbers to the color I want and go back an preview it and nothing has changed. I am wondering if the url that is linked to the code keeps it form changing?

Thanks
Dave

The images you have would overwrite the background color. So try removing them ( the background url part) and checking the color.
