Selene rolled out a map of Hyakuji. "Alright, so we have the school, the museum, BOARD HQ, the park, the community center, the hospital, and the transportation center." she said, marking those spots on the map.

"That makes seven potential targets, or did I miss some?" she asked, looking at the map again. "Either way, I think we can let the school protect itself since... everyone else who isn't out patrolling the city will be there. And BOARD HQ is... Well BOARD HQ. I think the most likely targets will be the Park, the Hospital, and the Community Center."

"I have to agree with you there." Gaius acknowledge Otoha's plan to mislead the other teams, not only would this prevent from plans clashing but if one of the enemies were to make their appearance at a location that wasn't one of the ones they had planned then they would need others to be there. If they mislead the other groups then there would at least be some people there even if they were untrustworthy people.

Listening to Matt's points about the differences in population at the different times of day Gaius sighed, there was another problem. They didn't know when they would strike, it could really alter the battlefield if they decided to attack by nightfall for instance. Visibility would be much lower however that would be the case for both sides fortunately.

"To be fair though, they did destroy the mall and Doki Doki, chances are there were a large number of people employed at both establishments so that would end up having a lot of people at home since they can't go into work." Gaius pointed out in counter arguement to Matt's points.

Alright, they could stay dancing around the problem all day and night given the time but there wasn't a lot of time to act on. "I'd agree with the park, hospital or suburban district." Gaius stated standing back up and looking at the map that had been drawn. "We should try to get into contact with the other student's who haven't already gone off into their own groups to formulate their own plans and at least inform them of this and try to get them with us." Gaius spoke as he thought how chaotic this had gotten because people weren't willing to work together.

"As for the rest." Gaius turned and looked at the others. "We should give them false information and lead them to the other locations." Even though it was incredibly deceitful having two different groups enacting two different plans would cause both of them to fail without doubt. "We should tell them that they would probably attack some of the less crowded areas, in an attempt to get in and get as much damage done as possible before being forced into a fight."

"As for dealing with the opponents." Gaius thought for a moment, it was a difficult proposition. He wasn't sure of their full power, the ones he fought at the park seemed insanely strong. "I think we should have some of the more defense oriented people play damage control." They couldn't just try to fight their opponents after all, they tried that last time and look how it turned out. "And switch around the offensive people, try to have powers that don't match the opponents." If they were put up against someone of a similar power the opposition would probably almost certainly win, they most likely had more knowledge and skill in the certain fields than any of the students.

"What are your thoughts on this?" He asked the rest of the group, making decisions was good and all but if you didn't listen to other's input then you'd end up with an extremely narrow minded take on the situation.

Selene turned to face Matt, having only brushed up on the topic recently. "Kamen Riders are individuals wearing enhanced suits of armor. They work for BOARD downtown." she explained.

"I will enlist some help to deal with the sniper. I will also focus my efforts on obtaining a means to transport civilians away from danger in a fast manner." she said to those assembled. "And while I am at it, I will also locate a tracking device. With that, we should be able to find them wherever they go."

"Not every Kamen Rider works for BOARD. Some of them are freelance," Otoha corrected Selene. There was no reason to let them know that they were in the presence of one, but it should be obvious given how BOARD only denied anything to do with Kazuna's actions, but not Aisia's, given how she was also a Kamen Rider. "For the most part, they are united under one goal, even though they work by themselves and not necessarily as part of a team: to protect the innocent and uphold justice. Being a Rider is more than just owning the belt for it. It's what's making the fact that they're attacking innocents even weirder at this point."

Back to the matter at hand. "Those three locations should be our top priority then. Assign at least two people to that place per day. As to matchups... it'll depend on who is attacking what. They might split up into different groups again like last time or attack one place en masse. As much as I'd like to say that I know who could match up well against someone else, I don't do tier gaming like that. The only one I could really give information on is Aisia, as she is a close friend of mine. For the moment, the best we can do is use our powers to protect innocents and keep them from harm, and not necessarily to engage the enemy head on. Once that objective is achieved, we can focus on combat and the aftercare, namely finding out where they go.

"That said, I don't think the use of tracking devices is a bad thing. But they're also easily removable and detectable. The minute they find out they're being tracked out of sight they can use that as a trap for us. Not to mention where are you going to get tracking devices like that? Perhaps we can opt for other ways to track them... who did you have in mind to find our sniper? This is also assuming that that person will still act as a sniper again... from what it looks like that person is our most dangerous opponent simply because we have no idea what he or she does aside from shoot from afar and deal damage to..."

Otoha stopped. Someone seemed to fit that description in her mind, but she couldn't be sure if she was right... more appropriately, she didn't want to be right...

Apparently everyone had forgotten that Ken was still here. He had opted to remain in silence and just listen, in hopes these people, who had so eagerly belittled everyone else, said something even remotely useful. Instead of that, every time any of them opened their mouths his neurons died a little.

"So, I know that you don't appreciate me much, but let me do a quick recap of what you, the 'intellectual elite' have done so far..."

"1.- Discuss where the next attack will be. Moderately useful, but since we can never truly know all plans should never depend on being at specific locations anyways".

"2.- Conspire to leave out the others who want to help you rather than try to reconcile with them. All of that while I'm still on the room. Bravo, sincerely bravo".

"3.- Circlejerk on how 'good' your ideas are when you still don't have a defined plan".

"... And that's about it", Ken walked up to the window , crouching to fit his extremely large frame through it, but before definitely leaving he turned one last time towards his classmates, "You are absolutely disgusting and I want nothing to do with any of you. Don't get in my people's way. Oh, and Selene, Rakatsu, Ralius, you are all still cool in my book. I know that you only want to protect the city and that for that you will work with whoever you have to... But these people won't get you anywhere, believe me. Welp, cherio!", he said as he jumped through the window.

And suddenly back he was, "Btw, we are totally going to be protecting the park, so stay out!", he descended again after loosing momentum. Alright, now for real, [EXIT].

Ralius had likewise remained quiet, and was a bit surprised to see Ken's rather... irritated exit. But he didn't have a whole lot to contribute to lengthy discussions of strategy, as a new arrival to the area, and he was content to listen and assist. He remained quiet as Ken spoke his peace, and then turned back to the remaining group members with a quiet sigh.

"I'd say something about disunity being a problem, but it would solve very little... Regardless, while I admit to knowing little being such a new student, I'm willing to go wherever you direct me.. What we decide, we decide, and I'll run with it."
