From what I can see, your edit only completely removed the part saying he struggles to phase through objects of certain density. I would rather that the density weakness to be put back, and properly clarified. Second, I am going to have to say that the penalties for phasing through people is a definite no. It basically gives him the power to kill anyone or cause severe damage by just going through them, so that will need to be reworked entirely. |

Well what am I suppost to say if a person ends up in another person and I really don't know much stuff that he couldn't be able to pass through. |

I am just outlining the issues with the power. It is your job to adjust the power so that the problems are resolved. It is for you to decide how to resolve the problems since it is your power. For the density problem, it is a problem of what would be too dense for your character to phase through. It is for you to decide, and if what he can phase through is too much, I will tell you. First you should consider "what would be too much", and go from there. As for phasing through people, the issue is exactly what you said will happen. It isn't a matter of it kills people so he won't do it. The problem is he can do it, so you will need to think of a way that makes his phasing in a way that prevents him from being able to blow body parts up. |

Disregarding the sudden change from phasing to super strength, I am going to have to say that the combination of super speed plus super strength that allows him to lift five tons is too much for an upgrade. This character started off with super speed, so I would advise going along those lines. Introducing powers out of nowhere which make no sense for the character is only going to make the character more difficult to be reapproved. If you really are determined to go with the super strength, then it is going to need to be toned down. While characters who are exclusively super strength may have a lot more strength, this character was approved on the assumption it was super speed based, and therefore was given leniency on the super speed power which means if you intend to go for super strength, that leniency is going to have to be made up for with stricter restrictions on the super strength. Like I said, I would advise you to rethink the super strength upgrade, but if you are determined, then it will need to be scaled down so that it is not too powerful in combination with the super speed. |

I'm... alright with an additional lift of maybe a ton or two (since I take it you don't mean metric tonnes), since strength and momentum are two different things, but I would ask that you at least detail it out a bit more. Why is he able to do it now? What's the basis behind him having such strength? How good is his control? Stuff like that, rather than just a blunt 'he can lift X' amount. |

...I think I know what you're going for here, but I just wanna be sure - you're trying to say his body is getting tough so that it handle stress better, which is making him physically stronger as a result? |
