Twin knives bound to Rikina, which can be summoned and dismissed at will. They appear to be made of gleaming silver, and is decorated with engravings of angel’s wings. The left, Mercy, is engraved with the quote “Nothing can make injustice just but mercy.”, while the right, Compassion, is engraved with “Make no judgements where you have no compassion.”
A valuable artifact, these were once wielded by another vigilante who swore never to kill, but to never hold back. Like all magic weapons, these are significantly sharper and vastly more durable that a mundane dagger, save perhaps for a literal and metaphorical cutting edge dagger custom made for someone in a laboratory.
Their real value, however, is it’s ability to reduce the severity of any wounds caused by them(and only them), though only in such a way that . A potentially dangerous wound can be rendered non-lethal (it looks and feels just as severe, the target merely can’t shuffle the mortal coil just because of it), or even flawlessly healed without scarring (at least not physical scaring) in seconds. She can even choose to keep them from losing conscience, should she wish. The non-lethal nature of the wound is decided by the wielder at the time they attack, though healing comes at will. The only limit is that she can’t reverse dismemberment unless she can at least fairly decently ‘fit’ the part back.
While they obviously can be used for non-lethal takedowns, as they were created for, Rikina has found less noble use for them. Rikina typically uses them to allow herself to horribly torture people without having to worry about killing them, as she can simply make the wounds non-lethal, and then heal them.

Scarlet Waltz
Rikina’s dual knife fighting style. It has an emphasis on agility over strength, and resembles a dance in motion. It tends to focus more on offense than defense, and dodging over parrying.

Psionics: Simply put, Rikina is a natural psychic, though she tends to focus her techniques around fear.

Illusory Juggernaut
Simply put, Rikina is capable of creating the natural illusion towards her enemies that she wasn't harmed at all by techniques, or regenerated from it near instant. Allies might see her burned from a fireball or cut by a sword, and hear a scream of mixed pleasure and pain. But her enemies will see only a smirking girl, laughing from the ineffectual wound she was just dealt. This can be paired up with chains of terror; surely, anyone who sees their blows doing no lasting damage to her would be scared stiff. The technique is activated telepathically.

Chains of Terror
Rikina’s most devastating ability is a more ‘passive’ effect; it causes her enemy’s own fear against them. First, any demoralization the target is experiencing makes them more vulnerable to fright and terror, including that her creepy, sadistic banter might inflict.
Second, a person who feels scared of her in battle will find themselves weakened. It becomes harder to move, as if their muscles were becoming ridged. It becomes more difficulty to control the elements or cast a spell. Special techniques become difficult to execute. It becomes harder to pay attention to anyone but her. Physical pain seems to hurt even more. And they know she’s the reason why. People who are only nervous are only slighty impeded, while people who would crawl into a corner, get into a fetal position, and whimper are completely paralyzed.
There are ways to counteract this. The first, naturally, is through bravery and sheer force of will. The second is a character to use psionic, chakra, or magical abilities to force out it, though it becomes a constant drain on whatever energy they use. For all intents and purposes, they may attempt this if they could use those powers to dispel mind-affecting illusions. The third is though emotion. Because the power of negative emotions is truly crippling here, someone else using emotions to fend off the effects is rather effective. This can range from anything from pride, love, hate, desire, ect. Positive emotions, such as love and desire, tend to be more potent than neutral emotions like pride, which tend to more effective than negative emotions like hatred. Naturally, any emotion that could be tied to agony, save rage, cannot be used for this. The target isn’t instantly clued into the third possibility, and must find out about it for themselves.
Anyone with empathy or soul sight can see black and purple chains around an effected persons soul or aura, which become thicker, more tightly wrapped, and more common the more the target falls under the effects of this power.
This power is does not work if Rikina herself is terrified, or would be unwilling to act sadistically towards the target in question.
If her enemy keeps at least a distance equal to a large high school's main gymnasium away from her. She may only target three people at a time, though as long as they keep in range, she can keep it up indefinitely.

Trained Super Agility
Rikina wasn't born with it; rather, she acquired it as a standard Charles Atlas superpower, gaining it through use of her agile and quick fighting style. Rikina's running speed comes across as about 20 MPH, can leap and do acrobatics equal to about a story and a half.

Personality Description:
Rikina has a bubbly personality, tending to be extremely friendly and bubbly. She has a massive sweet tooth, and it’s rare that you see her without some sort of candy. She tends to take all the right information, and combines it into mine boggling conclusions, and tends to come across as insane in general.
Her interests include candy, shopping, hanging out with friends, and her personal favorite, torturing the living hell out of evil.
Right, did I forget to mention that Rikina is pretty much psychotic and sadistic, her odd way of putting information together making her a rather unpredictable enemy? Your Average Joe has nothing to fear from her, since she mostly believes in paying evil unto evil. She has no problems with killing villians, though she prefers to torture them first. Sometimes, it’s to scare them so straight that she can let them go, and they’ll never so much as jaywalk again. Sometimes it’s for information. Sometimes, it’s just for kicks, though she does limit herself somewhat on who this part applies to. Torturing and harming people are a thrill for her, so long as they 'deserve it'. She’ll actively shout for her not-so-innocent victims to ‘scream for her’ while attacking them. She also seems to not mind being tortured herself, oddly, though she doesn’t enjoy it as much as she does torturing others. Luckily, she only tortures and loves harming evil, though she still likes fighting. People she simply dislikes can expect to be pouted or otherwise passive aggressive towards. Her euphoric bloodlust can also be broken by an ally, especially someone she cares about, being significantly injured in battle. Her cuckoocloudlander tendencies only apply to everyday life, as she tends to be savvy about the way she goes about killing gangsters and other criminals.
Occasionally, her bubbly demeanor will be broken by her morbid sense of humor, not being terribly interested in hiding her sadism. For example, she might very well jokingly imply that the tea she’s serving has the blood of the last person she tortured and killed in it.
Like the children of most first generation immigrants born in the United States, Rikina behaves with a mixture of both her parent’s culture, and her home culture. She knows dark elven traditions, language, familiarity with a traditionally matriarchic culture (that granted, has a fair amount of gender equality after the Woman’s Rights movement inspired a Men’s Rights movement). She values being able to rely on herself, pride, loyalty to those close to her, and has been taught to take a lead in relationships.
On the other hand, having been raised in a mundane, human environment, she acts as such. She has the knowledge you’d expect a human to have been taught in public school. Despite being from a magical species, she barely knows any more about magic than your average human does, and doesn’t even know the simplest cantrip. On the other hand, she’s about as adept with technology as your average teenager (though she is annoyed by the fact that she has such a hard time finding headphones that fit her pointy ears). She also learned human cultural values. Overall, she’d be more at home around humans than other dark elves.

Personal History:
Rikina’s parents, Saer and Idendahl Tauwit, had originally been a couple of dark elf immigrants who claimed asylum in the United States when the civil war was about to reach their hometown. Saer’s sister Prenia had already perished months earlier in a civil war, and she and her husband had no interested in raising the baby girl that Saer was pregnant with in a wartorn place, and left for America. Rikina herself was born in the United States as a natural citizen through birth, and her parents managed to get permanent green cards for themselves, though in no way was their decision to have Rikina linked to their decision to go to America.
Rikina grew up steeped in both the dark elven culture her parents had brought with her, and the human/America culture in a city called Amberloft, Kentucky. Most people treated her like anyone else, though a few people did bully her for being a dark elf. Rikina went to a pretty well-ran school, so those people were promptly disciplined for harassment until they quit. One of those people, Lana McKinley, ended up becoming her best friend in time. Aside from that, her school life could have been described as one that any normal girl would have, save that there were plenty of people who wanted to go to her sleepovers, curious to see what a dark elf’s home looked like (and those that did would mostly be disappointed).
Rikina’s home life was actually rather good, for the most part. Dark elves believe in a close knit family, so her parents treated her affectionately. Unfortunately, others didn’t always treat her family well. Oh, it wasn’t racism; the old ‘always chaotic evil’ stereotype meant that the few rednecks who might have had it out for dark elves were too scared to approach them because of their own prejudice. Instead, they had trouble with organized crime. Rikina’s parents were franchisees of a Buckingham Dollar Store, and initially believing that locating their buisiness in a lower income neighborhood would encourage the time and cash strapped residence to shop there, and they did fairly well. One of the more well-entrenched local gangs, the Thorns, had moved on the store when Rikina was only 5, as she’d seen as cash registered smashed, and heard that her parents had to pay quite a bit it ‘protection money’ or someone might end up burning their store to the ground. The gang had taken a look at their financial records, and demanded enough money to move them from middle class to lower-middle class. While Rikina’s family wasn’t as cash-strapped as most their other clients, Rikina, despite being naturally off her rocker, understood that her family would have been financially a lot better off, if it hadn’t been for the gang. It wasn’t helping her case that her mother often spent time consoling those who had been harmed by crime, with Rikina often overhearing conversations her mother thought she wouldn’t. This lead to her developing a special hatred for evil, and a feeling that someone should put them out of the public’s misery, or at least teach them a lesson, though she also believed the local police were ineffectual at doing so. She knew their hearts were in the right place, but they’d allowed the Knives to rise through their incompetence.
She resolved to do it herself, though her cuckoocloudlander nature lead her to do it through a less than wise way. A nine-year old Rikina had once seen her father open her gun cabinet, and had memorized the combination to open it. Stealing her father’s handgun, she identified one of the gang members, and shot him in cold blood. Working at night, long after her parents had gone to bed, Rikina worked like this for a couple of weeks, killing two more gang members, after which the gang sent people to start investigating the killings. When Rikina heard the rumors of this, she realized that while she could ‘win’ if the gangsters ignored her and she could get close enough to shoot them, she’d get herself killed if they were on high alert.
Rikina decided to stop killing them long enough to learn how to get better at it. That’s why mommy and daddy said it was important to go to learn stuff: so you learn how to do your job better when you grow up. Well she declared that killing gangster was her job now, so Rikina decided she needed to get better. Knowing her parents would refuse to get her a teacher on how to kill somebody, a lack of a power granting artifact, no mystic books of spells, no mutagens or mad scientists, or the presence of some secretive organization, Rikina at first thought she might be out of luck. She then happened upon some martial arts video on Youtube, and had the idea to learn gunfighting off Youtube. She quickly got distracted, as children often do, and started browsing associated videos. She eventually found a video where a relatively famous practioner of the Scarlet Waltz knife fighting style, Penelope Smith, teaching her signature style in a series of Youtube videos. Falling in love with the dance-like style, she ended up spending her days carefully watching her and other practitioners fighting style, putting every movement, twitch, and word to memory, heading every warning she heard.
In time, when she was 12, she also began practicing on gang members, especially the thorns, the same way, starting by shooting gangsters with hunting knives, and stealing more and better knives from other gangsters, wearing a cloak to avoid being identified. She didn’t bother to hunt her way up the chain of command, instead content to kill whatever violent gangster she saw. The Amberloft police were desperate enough to turn a blind eye to Rikina’s killings, since she seemed to leave hints for the police that they were gangsters, and ended up also helping the police make more legitimate arrests.At this point, her sadistic and axe crazy nature started rearing its head, and the bodies of gangsters were often found mutilated.
Eventually, when she was 13, she heard that a high ranking member of the Thorns had killed an heirless old widower. It was this point that the dark elf decided that torturing gang members until they gave up information in exchange for her to finish them quickly was a good idea, rather than simply for her own sick pleasure.
She eventually found him, tortured him, killed him, and stole the knives he’d stolen from the widower as a trophy. She eventually found out they were Mercy & Compassion, and how they worked. The next few killing were reported by a few security cameras to have been done with ‘Mercy & Compassion’, which after the police issued a report on the killings, lead to the locals joking about how anyone could be killed with mercy and compassion for a couple of weeks, and eventually became a minor meme on the internet. Rikina holds this as a point of pride to this day.
Before she left for Hyakuji, dreaming of one day becoming powerful enough to become the bogeywoman to organized crime groups the world round, the mere mention that she was targeting them being a threat to their group cohesiveness, she managed to get the location of the Thorns leader. Six days after she left for Hyakuji, the police were informed about neighbors suspicious about a normally active man not having appeared lately. The police investigated the house, and found stolen goods, powdered cocaine, large amounts of currency… and the Thorns leader, tied up, hands impaled by cutlery knives, gagged, and having suffocated on a large amount of high-quality powdered cocaine that had been forcibly stuffed down his throat.
