They're super-specially made to not rip under duress, while her normal clothes can occasionally... well, tear. No comedic-clothing-explosion-scenes for you!
Fate's eyes turn from red to blue when attuned to darkness, and her hair turns from blonde to black.
Occupation: Student, part of the Dutch Military! Grade Level: First year~! Powers/ Abilities:
For every type of skill she has, she has both a darkness and a lightning version. Fate's hair colour switches from blonde to black depending on the element she is attuned to.
To switch between elements, she has to stay still for a few moments. If switching from lightning to darkness, her hair suddenly flashes to black and a large, pale fire swirls around underneath her body. If switcing from darkness to lightning, her hair becomes yellow and harmless electricity suddenly shoots from her body.
Right now, her techniques are as follows.
Basic Attunement:
Lightning While attuned to lightning, Fate can move at extreme speeds without any prep-time. She can run at up to 150 miles per hour without any negative harm to her body, although running above 88 miles per hour gets dangerous to her. The longer she goes at such a speed, the frailer her body becomes. Going at full speed, non-stop, for about ten seconds is enough for her to become an oversensitive mess.
Even though her perception has been altered to not shy away from pain, her body does not respond well to going at such speeds. It's not just that she becomes more sensitive to pain, even her ears become more sensitive to noise! Her eyes become more sensitive to light, etcetera.
Her reflexes are, of course, raised to a point where moving at this speed isn't dangerous to her.
Fate doesn't quite run when going at extreme speeds, though. She floats, and is capable of hovering over every single surface, even things like water.
Darkness In Fate's dark form, she still maintains some of her speed... being capable of going up to 30 miles per hour, to be precise, but that's not the main point of this form. Her strength and durability are notably increased, which is the actual cause of her increase in speed.
Her strength is raised several times beyond that of a regular human, theoretically being capable of putting a tonne of force out with her body. However, just like with her lightning-attuned body... the closer she gets to her limit, the more and more quickly her body runs out of power, leaving her frailer and frailer.
Her skin becomes like cast-iron when attuned to darkness, making her much harder to beat down.
Full Attunement:

A trained hand might be able to read this and intercept her mid-move. Of course, that would require an extreme amount of reflexes if the distance isnt too large, though!
She cannot use this to attack. If she tried to attack mid-movement, she would probably end up breaking herself in half. This means that she definitely needs to stop before an enemy before attacking. She can use it to dodge, but she needs a five second interval after every dodge to not risk overexerting and breaking her body.
When moving like this, she short-circuits any sensitive electric equipment near her, as static bolts fly off to, well, zap 'em dead.
Darkness Similar to her lightning, she is incapable of turning her body into darkness. Her full attunement simply means that darkness sprouts from her body, becoming a manipulatable weapon. It becomes an additional 'limb' for her, so to say, being capable of reaching out and grabbing onto objects with it. She has about 3 square meters of darkness to play with, and she can control it even away from her own body. It can move as fast as she can, herself.
This darkness is capable of emitting the same force that she can. However, this darkness, at a touch, feels sharp. It doesn't need to actually be thin to be capable of cutting anything,and simply being hit by a large mass of this is enough to feel like it's a large, whirling mass of kitchen knives cutting at you.
While fully attuned, Fate passively emits an aura 5 meters around her, emitting the feeling of being cut similar to how fire emits heat. The closer you are to her, the more intense the feeling becomes. The darkness isn't truly solid, in short, acting similar to a non-newtonian fluid. It flows like water, but if you pressurize it it'll become a solid.
Projectiles:
In both forms, Fate has simple, long ranged attacks that she can attune to her fist or her staff, giving either the property of her attacks. They all have three levels and are mostly the same between darkness and lightning form.
In both forms, they start as spheres, turning into spears or swords as they become ready to fire.
Universally, the first one can be spammed nigh-infintiely, the second one is quite physically draining and has a four or five second charge time and the third one can only be used with sufficient rest-time in between her attacks while having a thirty second charge time.
Universally, they can be added to either her fist or her staff. This simply means her physical attacks gain the properties of the moves.
Lightning In her lightning form, she can fire many small bolts of lightning that have the force of a light jab. They are mostly harmless, unless struck at the spine or in the head... which amplifies their strength to more like a really rough punch. Fate calls these Photon Lancers. These are about the size of one's fist, turning into dagger-like spears when they're fired. These can be controlled freely after being fired. These can be prety much spammed freely and they charge almost instantly.
The next level up from this, 'Plasma Lancers', are a bit more dangerous. Being hit by one of these is comparable to being by a sledge hammer. She can charge up to six at the same time, although charging them is about as excrutating as actually grabbing and slamming about a heavy sledgehammer would be for a regular person. Being hit to the spine by one of these is sure to knock you out. While charging this, she is limited to ging at a hundred miles per hour, lest they explode. They all move at her top-speed, too. They're about a 170 cm long.
The final level is called Spark End. It shoots a single, very large bolt of lightning after a thirty second charge time. They're as big as a truck, and carry the same amount of strength. However, during the long charging time, she needs to stand completely still, meaning that she's a sitting duck against counter attacks. This moves as fast as she can while fully attuned to lightning.
All bolts of lightning cause electric things to break. Photon Lancer will break anything directly hit, Plasma Lancer will break everything in a one meter radius of the impact... while Spark End causes everything electronic in a 50 meter radius to violently explode.
Darkness In her dark form, Fate's bolts retain most of their original mechanics, although appearing like swords rather than spears. The only two things that change are that they lose their blunt force in exchange for sharpness and that their speed is drastically reduced. It is hard to give an exact measurement for their sharpness, but the first level can only superficially cut the skin without causing actual injuries. The second stage can cut through skin like an average katana, yet fail on bone or anything harder. The final stage is powerful enough to cleave even steel in half, but comes with it's elongated charge time.
For all stages, speed is drastically reduced. The lower level knives can only fly at 5 kilometers per hour, the second level at 15 and the third level at 30.
Transformation:
Theoretically, Fate can become her elements themselves... but a severe amount of emotional stress is required. Stress that only the Colonel can inflict. [PLOT ONLY]
Furthermore, Fate is extremely skilled in hand to hand combat, and she has a very high tolerance for pain. Under severe emotional stress, it completely fades away, however...
Equipment You Have: Fate always wears her bodysuit under her regular clothes. While it isn't protective in the slightest, its special design makes it not rip under any speed. This is, of course, a pretty big deal! Occasionally, she wears a cape with it made out of the same material. However, this only gets in the way. Fate just wears it because it looks 'reaaally cool~!' and has to remove it for official testing.
Fate also has an extendable combat staff, made to thwack people in self-defense, which is hidden deep in her Speed Limit jacket. It's not special in any way, although Fate tends to channel her power through this thing, letting her use her offensive spells in melee. For example, she can cover the staff in a Plasma Lancer, and make the staff an almost sword-like weapon that does exactly the same damage as it would normally do. Nothing about the attack changes if Fate does this, she just thinks it looks way more awesome. However, she has zero training with this thing and she basically just wings it.

Personality Description:
Spoiler: click to toggle Fate's most defining trait is quite possibly how ordinary she is. She hasn't been introduced to the dark side of life yet, nor anything but the sheer bliss of living like a princess. Her naivety is almost without bounds, and it's hard to even imagine the concept of bad people. Of course, she knows they exist... but they have reasons, right? No person is actually evil. and at most, they're misunderstood! Because of a lack of experience with the supernatural other than herself, she only believes there's proper 'powers'. Monsters, ghosts, anything, she hasn't seen them yet, so it has to be people exaggerating things... right? Scary things, well, scare her lots!
Not only is she naive, she's also very sweet. She enjoys spending time with people and makes that very, very clear by being extremely physical and talkative, as well as protective from people that displease her friends.. She's nice to the point where she'll do stupid things for people she barely knows, as long as it makes them happy! If it's not too much trouble, there's no reason not to, right? And with her super powers, there's nothing that's a problem for her!
As a foreigner, even though her mother is Japanese, Fate doesn't really have too much of a grasp of Japanese culture. While she has a firm grasp of the language because of the conditioning her dear mother has given her, the culture is hard for her to understand because of the massive differences between Europe and Japan.
Fate, as a note, isn't very smart. While she's particularly skilled in languages from living in a tri-linguistic household, her mother being Japanese, her father being English and her environment speaking talking to her in Dutch, but this is really the only thing she's even arguably gifted in. Her naivety leads to her being quite gullible and easy to manipulate, while her general lack of brainpower makes it hard for her to keep up in thinking classes. Arguably the smartest thing about her is her policy of 'keeping things simple!' and 'leaving the thinking to the sciency people!'. Her mediocre intelligence doesn't bother her too much, though, since all she wants to do is be happy throughout life.
Fate is extremely infatuated by cute things and cute people, and is prone to abuse her ridiculous speed to give someone a maximum speed glomp. She's also occasionally considered cute herself, mainly because one of her most apparent features is... an extreme hyperactivity. She has a very short attention span and goes back and forth between different subjects mid-sentence quite often. This can also be highly annoying with her massively enhanced speed, as she'll literally be bouncing around the place while talking and can quite possibly cause someone to feel dizzy and disorientated by a disconnect in information coming from their eyes and ears.
While not quite shy, she can be easy to embarrass by commenting on her more... 'cute' traits. While flirting with her tends to not really effect her and just makes her happy and giggle, commenting on her like for cute things or her need for physical attention can get her blushing and stomping the floor from the annoyance of actually being embarrassed. The fact that she's midway through puberty also means it's easy to embarrass her with even the slightest of lewd implications. However, such things get you instantly dropkicked.

Umum. I was born 15 years ago. It was my birthday three days ago. I was born in the Netherlands, even though my dad is British and my mother is Japanese, they're like, so weird going to such a... super boring country! I mean, what is there to find!! The language is weird and hard and people talk really roughly and impolitely... it's hard to understand what anyone would like about that-
...aa, stop giving me that face! I'm doing my best okay! Umum! Anyhow, my dad is a normal, powerless guy. He works at Shell and makes lots of money there. He's not a director or somethin', but he does something important that earns him a lot of money! My mom has powers, though, she's a proper elemencer and can shoot lightning and stuff from her fingers and it's suuuper cool and I'm kinda jealous! I inherited it, but I'm apparently not a proper elemancer...? I never really understood it, I do lightning things so doesn't that make me an elemencer? Whatever!! My mom is suuuper nice and affectionate, and so is my dad when he's not at work.
Hmm... Um, I really can't think of anything interesting that happened when I still lived there! I was taken in for military testing and went to school. School was fun! Everyone liked me and thought I was super amazing because of my powers. They were all like... 'Awaa, Fatee! You're so super amazing because of your powers!' and everything! Really! Everyone liked me, I think. There were a few guys that were mean to me, but daddy always says that mean boys just really like you and are just... super weird or something? Oh, and there was some girl that always pulled my hair but we became really good friends when she figured out how strong I was and how rich my family is and-

Basically, lovely Feito-chuwan believes in becoming a super super hero in the future! And, seeing my powers as something useful in a country that has like... nothing noteworthy, they were like 'Hey, you're really amazing, we can help you train and become our national treasure and strongest soldier!' and I was like 'Awa you have no idea how amazing that sounds'!
Basically, I was allowed to use military runways to go back and forth on to maximize my speed. Well, military measuring devices are the only thing that could properly measure me, anyway, so it was really good for my own interests! I became even more super popular at school when I told my friends because they were all so jealous and why are you looking at me with that expression! I told my friends something I was proud of.

Dorms are weird, though, I moved in yesterday and I'm totally feeling super awkward not being at home. Well! Transferring in mid school year is also suuper awkward, I feel like I missed stuff and-

Three months.
Three months of gut-wretching training. Could it even be called training? It was more like torture at this point. I haven't been allowed to have any outside contact since the plane crashed, and my training was... unpleasant at best.
But, I guess it changed me for the best, right? Like this, I can truly become a hero. One without match, one without limit. Just look at how much I've improved! Even though the training was gruesome, and the plane crash... Well, let's just say I'm happy the Dutch healthcare system is in order!
Nyahaha. I guess, if you want to know, you'd have to ask, right? ♥ But there's no need to worry, everything was fine.
