I'm not convinced using catwoman tho, they've already had plenty of copy cat vigilante's in Dark Knight, they could do the thief thing and head into Oceans 11 style territory with cool thefts etc but its been done quite a bit over the last decade. I reckon the third movie would logically be the mob trying to get back what they lost - allows them to bring in characters like Rupert Thorne etc and how Gotham has been changed. The Joker was the first real new breed of criminal that the city has seen after all and now its doors are open in the absence of the Bat.
