PC won't boot when hard drive plugged in

Hi,
So I don't know what's going on. I built a computer for the first time and I'm having a weird issue. I press the power button, the fans whir up, lights turn on. Nothing appears on the display. After unplugged hard drive and hard drive only, it boots to bios sometimes but not always. I don't know why. I can't figure it out. I've gotten error code 99 once. I had something about Shell version 2.31 not being able to find map it something like that once. I've gotten a message saying new memory or CPU detected Twice. I've only gotten to bios a handful of times but never with the hard drive plugged in. I really need help.

Please help.
