Daria was reading the telegram. The Empress's response surprised him. She was refusing to give up the Colony. No matter, he thought. There are other ways to seize control. All it meant was that the Sorians wouldn't get any water. He picked up the phone.

''Garasa,'' He said. ''It's time to launch phase 2 of our operation.''

''Sir, I am doubtful about it working. Phase two was built around us getting control of Islanzadí.''

''Leave that to me.''

''Very well Sir.''

''Launch Phase 2.''

''As yo wish.''

It was dark as Garasa approached the town hall in the suburbs. There was a local council meeting tonight and Garasa was going in. He pushed open the doors and walked into the church.

''Is there any other order of business anyone else would like to bring up?'' Asked a man at the front.

''Yes.'' Garasa stood up. ''As I'm sure everyone knows, there is a water crisis in The Sorian Empire. This is a lie. The Sorians were always in control of the water. They are keeping it for themselves. And for export to make money and use it on Material goods for the Royale Family. They lied to us. And for that I say the only way forward is to bring down the Sorian Empire and go back to the days when we governed ourselves. I say we fight!! Whoever is with me may follow me out of the hall.'' Garasa stood up and walked out of the hall. A few moments later, a few people stood up and walked out as well. Outside, Garasa took out a phone and dialed a number.

''Yes.'' It was Daria.

''I have some more men. I've visited about 25 places.''

''Very good.''

''We have less then half of what we thought we would. People remember the Dark War.''

''Keep recruiting. People will join.''

''Are you sure?''

''Have I been wrong yet?'' Garasa didn't answer. ''Keep visiting places and report in when you're done.

''Yes Sir.''

''I will begin the second phase.''

''Very good Sir'' Garasa put away the phone and thought to himself. Daria was arrogant, too arrogant. But it might pay off...

The Governor's Mansion was bathed in morning sunlight. Governor Tabor sat, eating his breakfast, while reading the morning paper. As he ate, a man came into the room.

''Sir,'' He said. ''There's someone here to see you.''

''Send them in.''

''Certainly Sir.'' The man left the room and returned a few minutes later with another man.

''Governor Tabor.'' He said, shaking the Governor's hand. ''My name is Daria.''

''Please, sit.'' Said the Governor. ''I would offer you something to drink, but as I'm sure you know, we don't have any water.''

''That's OK Sir. I understand the situation.''

''What is it you wanted to see me about?'' Asked the Governor, folding the paper.

''I don't quite know how to put this, but, as I'm sure you know, the Sorian drought has worsened. And your position has come under fire.'' He reached into the briefcase he had been carrying and produced a document. ''This has been signed by a majority politicians and local councils in Islanzadí.''

''What is it?''

''An order of suspense.''

''What?!?!''

''As per local laws of Islanzadí, you must step down as Governor.'' The Governor read the document and reluctantly nodded.

''Then I shall do so.'' He said.

''He what?!?!'' Jadis Royale couldn't believe what she was hearing, this seemed impossible to her.

''The Íslanzadin Governor has resigned.'' It was Sorana Kuim who was talking, having just heard herself.

''Why?? How??''

''It appears that the majority politicians in Íslanzadi and also the local councils have spoken. They want him out.''

''Why??'' Repeated Jadis.

''It appears, over the water crisis.''

''Who has been elected in his place?''

''A man named Daria.''

''Who is he?''

''No one knows, he just came out of no where.''

''We're doing some background information searches on him as he speak.'' The third voice belonged to Imperial Secretary, Jaron Guisome.

''Let me know the second you find anything.'' Jadis said.

''Yes Your Highness.'' He replied and left the room.

''I can't believe Scorupi have kept this up so long.'' Said Jadis.

''The first shipments of water from Community of Nations members have begun arriving. We are distributing it throughout the Empire now.''

''Northern Ellesméra continues to be supplied by the Elebeneese pipeline.'' Jadis said.

''Soon, so will the Empire.''

''Soon, we will have our Water back.'' Replied Jadis, with a grimace.
