Aleksander Kowalkowski, the 42 year old president of Courlund, had been elected by the Government to fill the vacant seat once held by Juni Swan. He sat in a large presidential jet that had cost a fortune, a gift from another nation rather than from tax-payer money. Aleksander was on his way to Aus'tiana to meet with his counterpart Baltar Sha'krios. He smiled as he thought of the past: just a few years ago Eskel Vidik had claimed southern Aus'tiana as part of Courlund, they had been on the brink of war and now he was flying to the nation to talk about federating. Aleksander chuckled at the thought, making some of his aides look up from their papers and touch screen phones for a split second before getting back to work.

While the previous government of Courlund was notorious for its secretive operations, this was certainly no secret. The Courlundish parliament had agreed on the federation, and the people were in favor of the move. At this point the ball was in Aus'tiana's court and not his. With the war that had just occurred, national security was a huge concern and federating with Aus'tiana would bring safety to both nations. All things considered, that was just one of the pros of this whole idea and he knew it was for the best.

He must of fallen asleep sometime during the flight as when he reopened his eyes the jet was already landing on the runway. The Courlundish flag was prominently displayed on the side of the jet, acting as an announcement for the man's arrival. "Mr. President, here's the coffee you wanted," said one of his youngest aides holding out a cup for him to take. He thought about it for a second, his wife had wanted him to cut down on his addiction to coffee but surely he should be wide awake for such a meeting that could change the history of his nation. He took the mug with a curt nod and a smile, "Thank You, Laura."

He quickly finished the cup, burning his mouth as he did, and moved toward the door. He made sure his suit was presentable and walked down the long stairway onto the ground. He saw some Aus'tianian officials and dignitaries awaiting him but he was happy it was not the usual media onslaught that head of states and head of governments had to get used to in their day-to-day lives. Near the end of the steps was a long black car; Aleksander had long been an fan of cars and he had always loved this one, being a 35Æ edition of the Ranger series manufactured in Jogen. He moved quickly to the car and the driver opened it for him.

The drive was rather nice as the car was smooth and there were no problems bothering him on the way, until his aides bombarded him with questions. Each one had someone on the phone who needed to speak to him urgently, no doubt trying to secure their interest in the upcoming federation. Beside him was his Secretary of Non-Courlundish Affairs who was the person he was looking to for guidance in this matter. The man had served as a diplomat and ambassador for Courlund in multiple countries, including Aus'tiana, for over 47 years. He told him he needed to stay calm, and trust that things would go well.

When the car approached the meeting place, Aleksander saw that a lot of people had gathered to witness his arrival. Cameras crews and news reporters had arrived from both nations, although there were some international broadcasters present as well. Aleksander took a deep breath and stepped out of the car; as the cameras began to flash and record his every move, he smiled and waved although he wanted nothing more at that moment for them all to vanish. He had always thought of these people as parasites living of other people's success but he would never say that, his political life may well be over as soon as the words left his lips. He kept a smile on his face and kept walking forward.

He entered the large building with beautiful architecture, when an offical walk his way. "Mr. Kowalkowski, Chancellor Baltar Sha'krios is in his office, I will take you to see him."

He nodded and turned to his aides. "You may stay here. I will see Baltar myself." The president and the other man climbed the floors until they reached the room in silence. The official knocked and announced Aleksander to Baltar who allowed him to enter.

Baltar was sitting in a large leather chair in a large room with a stunning view of the city. On the wall was a large book case with books from every genre possible. Baltar wore a suit for the occasion much like Aleksander's. He would be lying if he said he was not nervous, but he was confident to as he had the backing of his own government and it was down to the two men to make the decision official. He hoped by the end of this meeting a new Union would exist and although he doubted every issue would be ironed out, he hoped the most important ones were agreed upon.

Baltar saw the President enter and stood and shook his hand. "Aleksander, come sit," he said pointing to a seat opposite the one he had been siting in a few seconds before. Baltar wanted this to be informal as that is how he saw the relationship between their nations.

"Chancellor, thank you for having me. I think we should get down to buisness. We both now why we are here, to federate our two great nations into one nation. However this is going to take allot of paperwork, and I hate paperwork."

"We want this as much as you do, my friend. Together we can bring our two nations onto the world stage in a new light, providing a lighthouse for the world symbolizing the utmost in freedom and democracy." Both the men smiled in agreement. "Just to recap from the treaty," he said as he looked over a few sheets of paper. "The Union would be governed on the federal level by a multinational council consisting of elected individuals from both our nations. The executive branch would be a dual position with one representative from Aus'tiana and one from Courlund."

"That is what we agreed upon," replied President Aleksander. "Regarding our military, a joint command council would oversee the armed forces. It would consist of the top officials from both countries and would report to the Union's Director of Defense. Once we pool our military budgets, personnel, equipment and resources, we would have one of the most powerful armed forces in the world. As you know the navy is Courlund's greatest asset, thus we should combine the Navy before the other branches as it is our most powerful. Courlund's main naval base in near the Capital and it is undergoing a vast revamp, so we should expect to see some expansion there."

"I think we can agree to that," replied Chancellor Sha'krios. "I think our combined economy would be the aspect of this where we see the most improvement. The trade relation between Aus'tiana and Courlund goes back a long way, and we look forward to expanding this to benefit all our people. Once currency, one stock market, a single set of regulations and corporate laws, not to mention no new taxes for crossing the border, as well as our combined exports," Baltar chuckled. "I think we're going to do well in this area."

The meeting went on for hours. Both men recapped the treaty on each point and section, a slow but necessary process. By the end of the meeting the sun had set, yet the news crews and other bystanders had gathered outside in the cold nonetheless, all awaiting this historic decision. Both men left the building and announced a new federation between the nations of had been formed, the Neuonian Union.

Chancellor Baltar Sha'krios and President Aleksander Kowalkowski of the nations of Aus'tiana and Courlund have just finalized the long debated and discussed plans for the Neuonian Union, a multi-national federation between our two countries.

Support for the federation has emanated from growing conflict with other world powers including Germania, Deltoria, as well as what has become known in Aus'tiana as the "Nentsian betrayal" where the Tsar ordered the withdrawal of Nentsian troops in Tekarvesh during the liberation, a conflict which is still ongoing. After the nation withdrew its membership in the United Nations of Peacekeeping, stronger relations were desired with is geographical neighbor Courlund, which now shares the same democratic, social, and economic goals.

The nation's ruling coalition is entirely in favor of the move, however the Nationalist Party has sworn to support Aus'tianian independence from the Union and, if elected, would rescind its membership.

Beyond the Nationalist Party's policy declaration, the sentiment around the nation is that of relief. Now the Aus'tianian and Courlundish people have secured their future as a safe, democratic nation for all peoples of all countries to aspire to.
