In the year of 33Æ, nationalist groups on Sevostrova Island, an autonomous republic of Nentsia, declared independence. The Chuvash majority began to harass the Nenets ethnic minorities on the island. After several weeks of ethnic violence, the Sevostrovin nationalists began with ethnic cleansing. By the end of the year 33Æ, the Nentsian Kovacheva administration ordered 5000 troops to restore order. But the violence increased. Sevostrovin nationalist paramilitaries seized power in several communities and deposed the local political leaders, to install their own radical leaders and warlords. By 34Æ, the Nentsian army had 75 000 troops deployed in Sevostrova, but the paramilitaries adopted guerrilla warfare tactics. With IED's, sniper ambushes, RPG attacks and short duration strikes they managed to inflict heavy losses to the Nentsian army. By 38Æ, 5900 Nentsian troops were killed in combat, and another 8000 were seriously injured. Under the Panchyukhov administration, the government signed a ceasefire with the Sevostrovin seperatists. The conditions were that the Seperatists had to stop with ethnic violence, and the Nentsian army would withdraw from the island. But ethnic violence never stopped, and the Nentsian government is considering to resume the war in Sevostrova. The Sevostrovin leader, Fyodor Okolnichev, has announced that he is willing to re-open the negotiations in order to avoid war. The Nentsian prime minister, who maintains an anti-military policy, is also willing to re-open negotiations. According to some, these talks could lead to the end of the Sevostrova uprising. Others believe Sevostrova will finally get its full independence from Nentsia. |

Diplomatic talks are stuck Today the first talks were held between Commander Okolnichev of the Sevostrovin Republic and the Nentsian prime minister Nenetskin. The men talked about the rights of the Nenets minority in Sevostrova, who have become the target of ethnic violence over the past 7 years. After the Sevostrovin war of independence against Nentsia, the paramilitary groups continued to attack Nenets communities. Premier Nenetskin demands a humane solution for the problems between the Nenets and the Sevostrovins before the Nentsian government recognizes Sevostrova as an independent state. The talks were held on the Sevostrovin island, only a few kilometers from the Nentsian coast. Commander Okolnichev wanted Nenetskin to lift the trade embargo on Sevostrova, but Nenetskin sees that as a form of recognition of the Sevostrovin independent state. And Nenetskin will not recognize that state until the rights of the Nenets minority are granted. Okolnichev said that the Nentsian premier has no authority anymore over Sevostrova and that he should not try to intervene in Sevostrovin domestic issues. Nenetskin in his turn said that the Nenets minority can still be seen as Nentsian citizens, and an attack on Nenets could be seen as an act of war against Nentsia. Nenetskin made an indirect threat of war against Okolnichev. The war in Sevostrova ended in 38Æ, but could resume in the future. Until now, 25 000 civillians have been killed in Sevostrova between 33 and 40Æ. Most of them are Sevostrovin civillians, killed during bombardments. There are also many Nenets families who have been killed during ethnic cleansing. During the press conference of both leaders, Nenetskin told he has already informed a big Nentsian fleet in the Glisador pool to head for Sevostrova in case war becomes inevitable. Okolnichev responded to this by reminding Nenetskin of the previous unsuccesful attempts by the Nentsian army to defeat the Sevostrovin Seperatist Armies. Today, Nenetskin and Okolnichev met again. They continued the talks between Nentsia and Sevostrova which declared indpendence in 33Æ. General Okolnichev of the Sevostrovin paramilitary forces said today that he agreed on sending the Nenets minority back to Nentsia, in order to prevent more ethnic violence. This evening, the first Nenets people from Sevostrova reached the Nentsian coast and were united families and friends who were able to flee Sevostrova. 12 000 Nenets people living in Sevostrova were killed by the Sevostrovin nationalists during the war of independence. During the peace talks, premier Nenetskin wanted Sevostrova to cooperate in an investigation for war crimes. The Sevostrovin general, Okolnichev, said he will not allow such investigations to happen. He says the Sevostrovin armies used as much as violence as needed to get what they wanted. He also points out the Nentsian military used much violence against civilians. But Okolnichev is willing to forget the warcrimes committed by the Nentsian army, if the Nentsian government stops accusing the Sevostrovins of war crimes. A journalist asked premier Nenetskin the following question: ''The peace negotiations are developing well. Does this mean Nentsia will eventually recognize Sevostrova as an independent state?'' Nenetskin responded: ''The reason that we are negotiating peace is to stop bloodshed. But no, Sevostrova is part of Nentsia and it will always stay like that as long as I am in power.'' This created some new tensions between the Sevostrovin Okolnichev and premier Nenetskin. |
