The Supreme State Duma will get elected in 2 days (rl), as the former Duma has been dissolved after constitutional changes.

Nentsia has changed from a constitutional monarchy, to a Parliamentary monarchy. This means the powers of the Tsar are expanded, and the power of the people is seriously decreased.

For more background info:

Constitutional changes

The cabinet officially resigned one day after Alexander's announcement of constitutional changes. Many people began to realize now that the Tsar had expanded his political power by seizing executive power in the government. What was left of the Nentsian democracy was the Supreme State Duma, the lower house in the legislature.

The state media began to publish the new government type that was designed by Tsar Alexander and his advisors.

Government system & electoral system

The powers in Nentsia are strictly seperated from each other. In Nentsia, there are three distinct powers; executive, legislative and judicial.

The executive power belongs to the Tsar and his cabinet. The Tsar has the right to veto proposals of the legislature. The Tsar may appoint a cabinet to help him in his executive tasks. Both the Tsar and the cabinet are not responsible to the legislature. The executive branch does not hold any further legislative power. The executive branch cannot propose bills. The Tsar (Tsaritsa) may rule as long as he/she wants to. Only the official heir apparent may succeed the Tsar/Tsaritsa.

The legislature is separated in two 'houses'. The upper house (Boyar Duma), and the lower house (State Duma).
The Boyar Duma has less legislative powers than the State Duma, and consists of a 150 seats. The members are chosen by the Tsar. Their purpose is to review legislation and lower house initiatives. The Chairman of the Boyar Duma presides the Boyar Duma. He is appointed by the Tsar.

The lower house, the Supreme State Duma, consists of 300 seats. Its main purpose is to pass all the legislation of the empire. The Duma members are elected through a proportional representation system. Nentsia has a multi-party system. There are several parties who take up significant amounts of seats in the Supreme State Duma.

The Speaker of the Supreme State Duma, the Secretary-General of the Supreme State Duma, is elected by the members of the Duma.

In Nentsia the people can, since 38Æ, only vote for legislative positions. Executive offices in the government are chosen by the Tsar.

The Tsar and the Presidium of the Nentsian Tsardom (last update 38Æ)

The Presidium is the executive body of the Nentsian government, formed by the Tsar. The Supreme Commissar of the Presidium serves as the chairman of the Presidium. He can be seen as the head of government, but the head of government officially is the Tsar.

The Supreme State Duma
The 300 seats in the SSD are divided as follows:

[Awaiting new elections]

As you can see, the legislative power is the only electable position in the country. And even then, the aristocrats and friends of the Tsar exercise power in the legislature by the Boyar Duma: the upper house.

The people will only be able to elect the Supreme State Duma, which has not a single influence on the executive power. The Tsar controls that now...again. For 38 years, the power in Nentsia belonged to the people and autocrats who claimed to serve the people. Now that is over. The Tsar is back. His powers are growing.

The former State Duma has been dissolved, to have new elections. It is unsure what parties will participate. Most parties are currently forming coalitions to enlarge their power in the new Supreme State Duma.

Outside, on the streets, socialists, anarchists and communists are protesting against this constitutional change. The police has not intervened the protests yet. Slavophiles, conservatives, patriots and very religious also demonstrated - against the socialists, anarchists and communists. It led to some heavy clashes in the streets between these groups.

The Nentsian Left and Monarchists have become sworn enemies since a few days. It is expected that all political parties will form two similar coalitions: The Left and the Monarchists.

The Left is against the constitutional change, the Monarchists support the bill.

Participating parties

Left-Coalition

Made up of:
*Nentsian Communist Party (KPN)[major party]
*Nentsian Social Democratic Workers Party (NSDRP)[major party]
*Kolkhoz i Yedistva

Ideology: Communism, Social Democracy, primitive communism
Economic Position: Socialist, Collectivist
Social Position: Egalitarian
Moral Position: Slight Liberal

Statements
- Economic: Planned Economy
- Trade: Protectionism, Autarkism
- Religion: Atheist, Secularized
- Minority: Full citizenship
- War: Anti military

Description:
This coalition is expected to become the largest in the Supreme State Duma. The Communist Party is a major party, and with the Social Democrats on its side, it is a massive coalition. The Communists dominate the coalition. The smallest partner in the coalition is the Kolkhoz i Yedinstva party. A minor party that persuades a stateless, classless rural society in which the country is structured in small rural communities that are self-sufficient through farming.

The Left Coalition gains support from everybody on the left. Workers, students, peasants, unemployed and moderate socialists from the middle class. Also people who are against the constitutional change will vote for this coalition, simply for its opposition against the new system.

Monarchist-Coalition

Made up of:
*Slavophilia Party [major party]
*Nenetskiĭ Pravoslavnaya Katolicheskaya Partiya

Ideology: Conservatism, Traditionalism, Statism, Catholic Orthodoxy
Economic Position: Capitalism
Social Position: Authoritarianism
Moral Position: Very Conservative

Statements
- Economic: Laissez Faire
- Trade: Protectionism
- Religion: Catholic Orthodox
- Minority: Limited Citizenship
- War: Pro military

Description:
This coalition is smaller, as it only has 1 major party: Slavophile. But we should not underestimate its chances. The Slavophiles are proud intellectuals, who want the country to follow its own path, different from the rest of Renatia. The Orthodox Church, the Czar and the Nentsian flag is all that matters to them. The Slavophiles seek to unite all Slavs in one empire under the leadership of the Czar. The party enjoys great support among intellectuals, patriots and also the Orthodox Catholic groups in Nentsia. The combination of nationalism and religion by the Slavophiles has proved to be worth of gold in Nentsia.
The party is formed and funded by high officials of the Nentsian Orthodox Catholic Church. The church holds 35 million members, and about 80 million believers, making this party a potentially massive party. The Nentsian Orthodox Chruch was banned during the communist era, but it is on the way back. Nentsians need to believe in something. Whether it is fascism, communism or religion, the Nentsians gotta believe. This party knows that and uses religion as a powerful weapon to gain political influence.

Nationalist-Coalition

Made up of:
*Nenetskiy Soyuza [major party]

Ideology: Statism, patriotism, populism
Economic Position: Capitalism
Social Position: Authoritarianism
Moral Position: Slight Conservative

Statements
- Economic: Planned economy/state capitalism
- Trade: Autarkic
- Religion: Moralist
- Minority: Residence
- War: Jingoist

Description:
This coalition is the smallest. It only consists of 1 party. It is the only non-leftist party that opposes the new political system. This party recently emerged in the Nentsian political arena. Thanks to the hard work of its founder, Volya Efimovich Beshmelnitsyn, the new party gained much publicity. The party wants to unify the people of Nentsia, under a powerful state that will care for the people. The Nentsian Union party is known for its critics about the current government, about the ''elite'' that ruins the nation. The Nentsian Union party seeks to establish a healthy society without olichargs and corrupt politicians that currently rule the country.
This party gains support from every part of the society, thanks to the use of populism and charismatic leaders such as Beshmelnitsyn.

The results are in:

The Monarchist Coalition has 52% of the votes, and gets 156 of the 300 seats in the Supreme State Duma
The Left Coalition became second, with 39% of the votes. They hold 117 seats.
The Nationalist coalition received 9% of the votes, and holds 27 seats.

Both the nationalists and the leftists, especially those of the Communist Party of Nentsia, claim the elections have been rigged in favor of the Monarchists.

Supreme Commissar of the Presidium (premier), Vassily Valenkov, stated that nothing unlawfull happened with the election results. He states it is another attempt by the left to demonize the Tsar-batyushka.
