Government system & electoral system

The powers in Tzetxuhoan are strictly seperated from each other. In Tzetxuhoan, there are three distinct powers; executive, legislative and judicial.

The executive power belongs to the President and his cabinet. The president is elected through a plurality voting election. he has to win the majority vote in a district/state, the candidate with the most victories wins the elections. The newly elected president may form a cabinet. The cabinet serves the president. Both the president and the cabinet are not responsible to the legislature. The executive branch does not hold any legislative power. The executive branch cannot propose bills. A president may be re-elected as many times as he wants. The term of the president is for 5 years.


The legislature is separated in two 'houses'. The upper house (High Council), and the lower house (Confederate Assembly).
The High Council has less legislative powers than the Confederate Assembly, and consists of a 100 seats. The members are elected within their home state, and represent their state. Some states hold more seats that others in the High Council. Their purpose is to review legislation and lower house initiatives. The Chairman of the High Council presides the High Council. He is elected by the High Council itself.

The lower house, Confederate Assembly, consists of 200 seats. Its main purpose is to pass Confederate legislation. Each state has a number of representatives, depending on the population living in that state. Members are elected through plurality voting. The CST has a two-party system, which means that two political parties dominate the elections, the legislature and as a result almost every elected office. The Speaker of the CA (Confederate Assembly) is directly elected by its members.

Note that Tzetxuhoan maintains a census suffrage, where voting rights are based on wealth. The poor, natives (Indians) and immigrants cannot vote.

Confederate Party lead by Cornelius van Dale [major party]

Moral Position: Very conservative

Description:
The Confederate Party is the first political party to be established in Tzetxuhoan. The party was formed by a group of anglo-colonials, who wanted to protect colonial interests in the country. The colonial regime was being replaced by a presidential democracy, and this party would soon become the party of the colonials. It maintains very conservative ideas regarding homosexuality, other ethnic groups and immigrants and social structures. The party favors a small government, a very decentralized nation and jingoist foreign policy. Due to its popularity among the landowners, religious, colonials, business owners and militarists it has become the biggest party in the country. Note that Tzetxuhoan maintains a census suffrage, where voting rights are based on wealth. The poor, natives (Indians) and immigrants cannot vote.



Pluralist Party lead by John Ackerman [major party]
Ideology: Liberal
Economic Position: Capitalism
Social Position: Pluralist
Moral Position: Slight liberal

Description:
This party was the second to be established, formed by a man who wanted to abolish the census suffrage. Today the party still wants to abolish census suffrage, but the proposal never made it. The party is centre right, but for tzetxuhoan meassures a leftist party. They also want equal rights for homosexuals and immigrants. They hold popularity among the more open-minded part of the population that is allowed to vote. This includes women, homosexuals, middle class and artists.



Unionist Party lead by Amaya de Bolívar [minor party]
Ideology: Socialist
Economic Position: Socialism
Social Position: Egalitarian
Moral Position: Liberal

- Religion: Secularized
- Minority: Full citizenship
- War: Pacifist

Description:
This party was formed by Vertadorian and Terrosianan immigrants who wanted to fight for their rights. The party became opposed to the established Pluralists and Confederates. This party's main issue to reform the country into a federation, with a centralized government. They also demand even more rights for minorities than the pluralist party. They enjoy popularity among the latin population of Tzetxuhoan, and the leftists who consider themselves more left than the Pluralists. Outside the parliament, the Unionists enjoy great popularity with the poor, the peasants, workers and Indians. The Unionists do not exercise much power in the parliament, but outside the parliament they organize demonstrations, protests and strikes against the government. Besides socialism, the Unionist Party especially represents the latino's in Tzetxuhoan.



Independence Party lead by Maximiliaan de Klerk [minor party]
Ideology: Right libertarianism
Economic Position: Capitalism
Social Position: Individualism
Moral Position: Liberal

Description:
The Independence party was established by the Dutch colonials, when the Confederacy was formed. Ever since, this party wants the colonial dominated, richer, states to seperate from the poorer native states. The Independence party can be considered far right, due to their radical views regarding immigrants and ethnic minorities. This party enjoys popularity among frustrated conservatives and far right colonials, mostly Dutch but also Anglo colonials.
