(OOC: Jumping straight to the meeting) Timosha Savin sat in the rear of the small café fittingly called Café Près de L'eau. The place was homely and went against the Pol-Land Government’s stereotypical habit of displaying and pushing Polish culture in matters of state. The small sea side town in which the café was situated was an hour out of Portshead-and-Weston along the eastward running high way. The omnipresent Internal Bureau of Investigation (IBI) had judged that the café was far enough away from the major population centres to make security more or less a non issue. While he waited for his guest the Minster idly fiddled with the menu which a waiter, a shy young girl of no more than sixteen, had brought him when he had first entered. The café’s builders had made the most of the sweeping vista of the Polish coast which its location commanded, and Timosha found himself frequently loosing his line of thought. The ring of the brass bell above the café’s entrance brought his attention back to the door and Timosha’s bored gaze was caught by the women who was undoubtedly Michelle Roberts – his opposite in the Felis Government. Straightening he waved her over to his table, accompanying the motion with a friendly smile. |

(OOC: Aight. ) Michelle quickly noticed the man waving at her upon entering the building. As she slowly walked over to him, she scanned the room, smiling slightly despite the location's lack of decorations. The scene outside was a different matter, she thoroughly enjoyed the beauty of nature, as it unleashed her a delighted smile from Michelle's face. Upon reaching her counter part, she casually stretched out her hand to shake the man's before speaking in the average woman's soft tone, "Hello. I'm Michelle Roberts, Minister of Foreign Affairs for Felis. Nice to meet you... Mr. Savin, I believe?" (OOC: Feel free to fast forward past the small talk and go strait to the business if you want =P ) |

(OOC: Yeah, no point dragging this out) Timosha nodded in conformation before adding, “It’s a pleasure to have you here today Ms Roberts. And please feel free to call me Timosha. I hope you don’t mind if we go straight to business - I have considerable amount I’d like to get through.” “An embassy exchange seems to be a logical first step. Alongside this I would like you to consider perhaps a broader cultural exchange program. Say student exchanges for high school and university students, and perhaps state sponsored tours for art expeditions, music shows etcetera. The aim would be to encourage a closer friendship between our two peoples both on the national level and on the level of the individual.” “Of course the nature of these events wouldn’t be set in stone; and they would need state approval before they went forward to ensure they match national doctrine – after all the Commonwealth doesn’t want to fund rabble rousers from its own purse.” “Does this sound acceptable to you?” Timosha said before lapsing into silence. |

Michelle took her seat after shaking the man's hand. "I don't mind. I'd rather get strait to business myself." As Savin made his initial proposal, Michelle nodded slowly. As her turn to speak came, she closed her eyes to think before speaking a few seconds later. "The embassy is of course acceptable, and the exchange program sounds like a marvelous idea. However, would it be acceptable to extend the program to middle, and possibly elementary, schools? Children are more open to ideas and cultures when exposed to them are a younger age, or so I believe." Her teal eyes looked directly into Timosha's eyes as she awaited his response. |

Timosha was careful to keep eye contact with the Felis Minister while she spoke. However he looked away once she had finished so he could look through the notes Marcel Barton, the Dirigeant, had handed him before he left for the meeting. “I would, under any other circumstances, agree with your suggestion. However you have to understand the context in which Pol-Land is now stepping onto the international stage. We have for the last decade been caught in bloody often desperate war of unification. Only six years ago what is now the Commonwealth were eight separate, aggressively independent states. It is the view of Mr Barton, and in truth the entire Party, that in order for Pol-Land to survive as a unified state the next generation must be instilled with an aggressive nationalism and love of state. Otherwise we risk slipping back into the anarchy of the last century. So it is the current policy of the state to focus almost exclusively on internal affairs – national history, national heroes and the like – up until high school at which stage we begin to expand the curriculum in regard to history and geography. Please don’t take this as an offence against your nation, its, in all honesty, a bid for national survival.” Timosha said while pausing intermittently to gauge Michelle’s reaction. |

"Oh, I see. I hadn't been informed to greatly on your nation's past. I apologize for my lack of knowledge, as well as your country's misfortune. Under those circumstances, your proposal of only exchanging those in the later year of their education sounds proper." Michelle then raised her hand, and smiled as the young girl arrived. "May you bring me a glass of iced tea?" She then turned back to face Timosha. "And worry not, Felis does understand when certain actions are taken to ensure a nation's survival, and as your hurt efforts to do not directly harm anyone, you have our support and understanding. Felis itself has been lucky enough to avoid any civil strife for the last several decades." Michelle was then brought her iced tea and she took a small drink as she awaited for Timosha. |

“Thank you for understanding.” Timosha said before lapsing into silence. Timosha, who had order coffee at the same time, sipped from his own glass before phrasing his next suggestion. Once again he found his gaze drawn towards the ocean vistas and he resolved to tell his chauffer to take the coast road on the way back to Portshead-and-Weston. “Now I understand that Felis has applied for membership in the JAFTA organization. This is correct, Yes? The Commonwealth had consider applying for membership also, however rationality ultimately won out – after a decade of war it is not just our national unity that is fragile. The polish economy is still only at the beginning of merging its collective economy. Conversely we are still interested in engaging in trade agreements – to a degree.” The minister paused take another sip. “Protectionism leaves us with few options. What we are willing to do however is grant Most Favoured Nation (MFN) status to Felis. In affect it would mean that Felis will receive exactly the same treatment, in terms of tariffs and quotas, as any other nation which Pol-Land has granted an MFN to. It isn’t a lot right now, however it means that once Pol-Land’s economy is strong enough to compete with international markets Felis will be the first to benefit.” “Of course we would like a little in return. We understand that the current JAFTA project, uh, East Agabian Overland Shipping is seeking to connect the majority of East Agabia via railway. We would like to coordinate with your own plans for this project – hopefully connecting Felis’ part of the railway line with our own independent expansions. "MFN sounds interesting, and since there's benefit in it, I see no reason as to why Felis should refuse. Some of the greater things in life are only obtainable after a great effort after all. And of course, we are willing to extend our railway into Pol-Land. As your nation is having economic problems, we are willing to assist with the costs, however note that we may be unable to spare a great amount." Michelle fiddled with her fingers slowly, as she gave thought to her following statement. "Felis may also be willing to assist in getting your nation on it's feet, if you are willing to accept that assistance. It is likely to come solely in the form of funds, and even then it would be limited. But, Felis is eager to see the capabilities of a fully standing neighbor, as that would be beneficial to both Felis and Pol-Land. Would your nation accept that aid? It would most likely be limited to around fifty, maybe one-hundred, thousand, as we ourselves are still incapable of large scale foreign aid." |
