Cielja was a tropical paradise, right on the coast of Saltorra. The wealthy and powerful of Saltorra almost all owned a property in the city and those unable to afford the exorbitant real-estate prices often vacationed at one of the world-class resorts on its beautiful beaches. For the purposes of the meeting the First Citizen had decided to open her vacation home to the visiting heads of state. Everything was beautifully prepared when the visitors rolled past the front gates in the government vehicles which had been sent to collect them at the airport. The gates were ornate wrought iron and opened up onto a beautiful yard filled with exotic tropical flora and a sand and gravel driveway kept pristine and flat. The heads of state were lead into the building where First Citizen Luksa was standing awaiting them. "Welcome to Saltorra!" she said in a friendly tone. "I have asked you both here to discuss matters of diplomacy due to your closeness to the Federation. It is important to us that formal relations be opened and our peoples and cultures achieve a level of mutual understanding, respect, and worth in order to prevent the threat of any future hostilities. You will be shown to your rooms. I hope to meet with you both once you have settled into your accomodations." Spoiler: click to toggle

Comandante Ernesto and Comandante Alejandro were surprised by the warm welcome in Saltorra. There had been no contact with this nation for such a long time. Most Vertadorians could not even remember the last diplomatic conversation between the two countries. Cielja remembered the Vertadorians of Puerto del Oro, a popular seaside resort in Vertadoria. The Vertadorian leaders looked quite different from the other heads of state, as they wore old olivegreen guerrilla uniforms. Their unkempt appearance was a bit unusual for government leaders. Ernesto and Alejandro followed the Saltorrans to their rooms in Cielja. They were impressed, the beauty was incredible. But Ernesto felt uncomfortable with all this luxury. He wanted to be polite, and accepted the room, but in reality Ernesto wanted something less ''expensive''. He was used to live in a shabby country house outside Santa Maria, even now he was president and hero in Vertadoria. During his youth he lived in a large villa, his father could afford that as he played a key role in the rise to power of General Montana. Ernesto hated money - materialism. For the sake of diplomacy, he didn't express that here. Ernesto thanked the Saltorrans. ''We are curious to what you have to say during this meeting.'' he said. |

Fisrt Citizen Luksa, friends and comrades called her Glo, could barely notice the slightly uncomfortable stature of the Vertadorians. He clings mightily to his ideology. Many men have gone from revolutionary to pharaoh, perhaps he will not. she thought. After the visitors had been shown their rooms and given a chance to settle in, she met the on the back porch and they sat at a table made of the finest Saltorran lumber from the heart of her great rain forests. A tray of small munchies, chips and dip with some vegetables and cheeses, and beverages at in the middle as they took their seats around the table. "It has been quite a while since foreign executives have visited Saltorra and it was one of my promises when I was elected to change that. Saltorra has great expanses of pristine forest and farmland which our world renowned agricultural research labs have turned into a breadbasket for the world. Unfortunately, our trade ties with our neighbors and those further abroad are not the greatest and we suffer from high surpluses every year which have driven the price of food so low in the Federation that there is no incentive for students to go into our largest industry. My greatest hope is that we will settle on an agreement to export Saltorran grain surpluses to your nations and alleviate the stress of finding food sources for you while increasing the desirability of a continuing agricultural industry." |

"Interesting," Prince Darren Celtimus said, stroking his newly grown beard. "Is that you bring myself here on behalf of Celtus. We are also a 'breadbasket' country, as you have defined it. Right now our two industries are competing against one other, are you really expecting us to purchase your agricultural products at the cost of our own industry?" |

"The offer of grain was more for the interests of Mr. Carrasco. For Celtus, we offer our large timber industry and our large reserves of fresh water which can be routed from our reservoirs to help irrigate your fields and provide clean water to your populace." Glo began to feel a bit nervous, if Darrien and her couldn't come to some sort of mutually beneficial agreement to start off on a good note, she feared how he would take her next subject of discussion. |

Ernesto was very interested in the offer of Luksa. Just like Saltorra, the Vertadorian economy was based upon agriculture, but grain was something that simply wouldn't grow well enough on the infertile tropical wetlands of Vertadoria. 70% of the country was covered with tropical forests. Vertadoria did have its own grain production, but it was not enough for the new revolutionary food distribution programs to feed every mouth in Vertadoria. Ernesto promised the people that not a single person would of hunger anymore in Vertadoria. ''Your offer has my interest, Luksa. What would be the price per ton if I may ask? Perhaps we should start a free trade zone between our nations, to eliminate protectionism.'' said Ernesto. Vertadoria itself was very protectionist, closed off to the outside world. Only a few nations traded with Vertadoria, and Ernesto wanted to open trade with Saltorra. |

"I see," Darren said. "I apologize then for interpreting your intentions incorrectly, Ms. Luksa. I assure you we are very interested in trading for your water reserves, a part of our nation has been subject to droughts before and we would like to find away to stave off unnecessary shortages if it should occur again." |
