UNP Conference in Vladimirsk![]() The Nentsian government is organizing a very important UNP summit in the Nentsian capital Vladimirsk where the construction of the new UNP conference building has been completed. This UNP conference is a very important one, and the Nentsian government invites all UNP member nations to this summit. This conference will determine the future of the UNP and the future of Renatia. If all nations attend, we can start talking seriously about things that matter. For a long time, the UNP has seen a lot of military action, preventing us from having this summit. Now we have the time to assemble together and discuss a number of important subjects. Subjects for this summit: - UNP reorganization; the UNP will be governed by all member nations, and we have to discuss who gets which position in the UNP executive body. - Establish a standard protocol on how we react on the occurrence of violence in Renatia. - Defining the exact aims of the UNP, in a way that every peaceloving nation would be willing to join the UNP. - Establishing a UNP military force, in which all member nations may take part. - Future and current sanctions against Imperial Germania, Deltoria and the North Sea Territories. UNP Conference Subject 1; UNP reorganization; the UNP will be governed by all member nations, and we have to discuss who gets which position in the UNP executive body. The delegates and leaders arrived in Vladimirsk, only the best hotels in the city were reserved for the delegates would would spend a week in Vladimirsk for the most important UNP conference in UNP history. The delegates gathered this morning in a luxury room where they had breakfast together. That event was to break the ice between the delegates, so that the official conference would not be too stiff. Now the delegates gathered in a big room, with seats for each member nation. There was a stage, decorated with UNP member flags and a UNP logo was hanging above the stage. The delegates silenced as the Nentsian prime minister, Ivanna Kovacheva, began to speak. I welcome you all to this conference here in Nentsia. The UNP conference is hereby opened, and the first subject is also one of the most important subjects of this conference: UNP reorganization. The UNP came as the LOF counterpart, and has therefore always been forced to make quick decisions when the Fasces made a threatening moves. Nentsia tried to take responsibility by skipping voting within the UNP, and acted against the LOF on behalf of the UNP. We had no time to discuss wether we should support Roland, when the Germanian troops were on its border. And we had very little time when it was about Vishuland, and the Celtan crisis. But we also had a lack of experience in leading an alliance. But we can all learn from mistakes, and this Conference is to put that right. The UNP after all, is the right arm of Renatia. Nentsia is the founder of the UNP, but that does not give us the right to act on behalf of every member whenever a war occurres. It is in the interest of the entire UNP to create a transparant and democratic executive body of the UNP that will govern this union on a daily basis. Therefore, we need to reform the UNP. This is our proposal: The UNP will be headed by the so called ''Chairman of the UNP''. He is responsible for the decision making within the UNP. He will be supported by a number of offices and officials. The first office is the UNP Justice Department; this office will investigate on governments, individuals, companies and groups wether they violated human rights or the Laws of War. If they have enough evidence, the Secretary of Justice may go to the UNP High Tribunal (independent court of judges) to charge the suspects. If the suspects are to be found guilty, they can get imprissoned in UNP prisons. The UNP Military Department is responsible for UNP military action. The UNP will get its own military (every member nation may contribute to this military), the Armed Forces of the UNP (AFUNP). UNP missions will be categorized in this order; *UNP observation: UNP observers monitor developments in a country or region, they require AFUNP protection. This type of mission requires permission of the involved nations. *UNP peacekeeping: AFUNP troops will be send to a conflict region, they are there to offer aid to victims and refugees. Peacekeepers are not allowed to engage into combat, but they may use force to protect civillians. The peacekeeping force must protect the non-combatands from the conflict, and has to negotiate with the fighting sides to start the possibility of a ceasefire, or even better a peace treaty. The peacekeeping force is also to make sure no one enters demilitarized zones in conflict area's. This mission requires permission of the involved nations. *UNP peace enforcement: When the threat of a conflict arises, the peace enforcement force may use force to make sure no party can commit violent acts. This is preventive action. The peacekeeping Force may also use a certain amount of violence to disarm violent groups, such as militias and rebel groups that cause conflicts. The aims of such mission is to disarm the fighting groups in a conflict. *UNP defense operation: When aggressive nations threaten to attack innocent nations, the AFUNP may deploy a defense force. This force may do everything within the Rules of Engagement to protect the attacked nation. * UNP Liberation: This is the most aggressive use of the AFUNP. Occupied nations that want to be liberated can get UNP help. The AFUNP will have to launch an invasion to begin the liberation of the occupied nation. The AFUNP may do everything within the rules of engagement to liberate that nation. The Secretary of the AFUNP is the moderator of the UNP Forces, he oversees every UNP mission, and he may decide to send a UNP force (with exception of the UNP liberation) to a nation without having the member nations to vote for it. If the Secretary of the AFUNP wants to send troops, he only needs the permission of the Chairman of the UNP. Member nations may also propose missions, but this requires a voting if the Secretary of AFUNP rejects the proposal. Member nations have to give permission for a UNP liberation. The UNP Department of International Affairs is the diplomatic department of the UNP. She negotiates with other countries, tries to recrute new members, imposes or lifts sanctions against other nations and tries to maintain peace through diplomacy. If this department wants to impose a sanction on another nation, the UNP member nations have to give permission for that. The Chairman has the right to veto the sanction, if he believes there is a good reason for that. All the departments are led by a secretary, who is elected by the UNP member nations present at this conference. The UNP Chairman also needs to be elected. Nentsia, the founder, officially has to approve the elected Chairman (but this is a symbolical right, as Nentsia will never veto an elected chairman). The last department, is the DevHumAid Department (Development and Humanitarian Aid). This department is to aid nations with supplies for basic needs, to help organizing refugee camps and to help rebuilding destroyed infrastructure. The people who work here provide medical treatment, help developing countries give education. This can be in conflict area's, regions where conflicts haven't started yet, and in undeveloped nations. We need doctors, construction workers, dentists, teachers, architects, priests, farmers etc. for this. They might require protection of the AFUNP. The UNP executive body consists of: Chairman of the UNP Secretary of foreign affairs Secretary of the UNP military department Secretary of Justice Secretary of DevHumAid Nations can apply for positions and run for offices during this conference. We will vote about it. OOC: when everyone has agreed on the new structure of the UNP (we might need more positions), we can start to vote. Members may nominate a person (just some bureaucrat of your nation) to run for office. Tell why he is the best for that position. When we start voting, you may all send your vote to me in a PM. I will not run for any office myself, unless one remains open. Note: when you nominate a representative of your nation to run for an office, think well about your decision. You will actively have to fullfill your tasks. The Secretary of foreign affairs will have to speak to other nations on behalf of the UNP, the chairman needs to consult with his secretaries, and the secretary of military will have do military business when needed.
