APPEARANCE: Will first joined the military when he was sixteen years old, and served there for over forty years, and as a result, the military bearing is very much a part of who he is. With the exception of undercover assignments, he is clean-shaven and wears his hair in a crew-cut. As a result of frostbite during his first assignment in Korea, he is missing his two smallest toes on his left foot, but thanks to his healing factor, the scars he gathered throughout his life have mostly faded by now. Will has a strict workout regime and is very fit. When off duty, Will generally prefers to wear jeans and T-shirts and they are always clean and neat.

MUTATION
PHYSICAL POWERS
The increased processing power of Will’s brain has sharpened his senses as it sought additional stimulation, and his senses now include:

X-ray vision - The ability to see through anything. Will can see things behind a wall as if the wall was not there, or he can "peel back" layer after layer of matter by focusing on which part of the wall he wants to see. Will can literally see "through" objects -- possibly perceiving x-rays, cosmic rays or other forms of energy invisible to normal human vision which pass through Earth's atmosphere (and solid objects) after emission from stars. Since it is passive, this ability would not generate harmful radiation in the same manner as a focused projection of hard X-rays.

Microscopic/Telescopic vision - Can read a book a few hundred yards away, can see extremely small objects and images in great detail close up.

Enhanced hearing - Can hear sounds at super-human volumes or pitches. He can identify a person by their heartbeat, or hear a pin drop from over 100 yards away.

His mind has also worked to improve his body in other ways, such as

Enhanced reflexes: Will’s reflexes, while not superhuman, are at the peak of human capacity.

Enhanced strength: While not superhuman, Will can compete with Olympic class weightlifters.

Healing factor: Will has a low grade healing factor, which prevents him from getting sick and also retards his aging. While it can help prevent infection, it can not heal wounds on it’s own…for example, he can still require hospitalization for a gunshot wound, he would just recover from it about twice as fast then someone without that ability.

MENTAL POWERS
Will’s brain can process data faster then an ordinary human, and he also has control over what is normally an automatic function, such as his heartbeat..

DRAWBACKS
Will can sometimes develop tunnel vision by becoming so focused on something far away that he misses the immediate threat. His senses can also be overwhelmed by excessive sound and light, and while he can compensate for this by shutting his eyes or blocking his auditory input…which renders him deaf and blind. Also, Will depends almost entirely on his healing factor to prevent illness…if he ever lost it, or when it is forced to concentrate on a more serious injury, he is much more susceptible to getting sick.

PERSONALITY
At first, Will tended to see the world in very black and white terms…we were right and our enemies were wrong. But as he traveled, he began to gain an appreciation of other cultures, and after history gave him some perspective on HUAC (the House of Un-American Activities Committee), he realized that government tactics weren’t always correct, which gave him a more cynical air in regards to politics. But it wasn’t until he was ordered to participate in the rounding up of mutants that he realized the Mutant Registration Act was the same thing McCarthy had done…except instead of simply blacklisting people, it actually locked them up and experimented on them This was enough to turn him completely away from the ‘My country, right or wrong’ approach Carl Schurz espoused to the ‘Every generation needs a revolution’ philosophy espoused by Thomas Jefferson.

Will is a cordial man, accepted by his neighbors and co-workers, who has many acquaintances, but few friends. This is due to a combination of the demands of his job, frequent moves, his natural reluctance to open up, and also the knowledge that if he does make friends, he will lose them, either through the dangers of war or simply a result of old age.

GOALS
Will’s current goal in life is to make up for the mistakes of his past, and also to restore a government that he can be proud to serve again.

PSYCHOLOGICAL WEAKNESSES
Over the past couple years, Will has become extremely distrustful of the government, and can sometimes see conspiracies where they do not exist. Will can also become focused on an objective or an idea, and it can be difficult for him to change tracks sometimes.

PHYSICAL WEAKNESSES
Will’s healing factor does not protect him from serious injury. If he is shot in the heart or the head, he will die immediately like anyone else. While he may live a little longer then normal with less serious injuries, he still must seek medical attention. When his healing factor is concentrating on a serious injury, since Will’s immune system is not as well developed, he is more susceptible to getting sick.

LEGAL
Will is still a wanted war criminal in Vietnam, and is currently listed as a traitor with the US government. He did register under the Mutant Registration Ace when it became law.

BELONGINGS
TRANSPORTATION: Will has a 2004 Chevy Suburban and a Yamaha motorcycle.
RESIDENTIAL: Will owns a house in Washington, DC and a cabin in New Mexico.
BUSINESS: Will has a wide collection of military uniforms and equipment from his years of service.
PERSONAL EFFECTS: Counterfeiting equipment, a collection of metal feathers with red, white and blue tips he leaves behind as a sort of call sign. .
WEAPONS: Will has acquired a wide variety of weapons over the years, though most were seized by the government, with the exception of a small arsenal he relocated to his cabin in Idaho. Currently he carries a Glock 10 mm pistol, an Uzi, and a Car-15 rifle.
OTHER EQUIPMENT During his service with the CIA, Will put together a Kevlar reinforced uniform he liked to wear on assignments, and after he transferred, he kept it up to date. This includes a balaclava style reinforced mask with communications capabilities and a gas filter, special goggles which darken automatically to protect his vision from sudden bursts of light. He also has a tactical vest in which he carries tools and equipment such as rope, a Leatherman, emergency rations, a survival kit, OC spray, taser, a telescoping staff, first aid kit, and a Kubotan.

HISTORY

Will was born to Jill and Tim Winters, two loving parents who were unfortunately killed in an automobile accident when he was only three years old. Will became a ward of the state, and unlike so many others, actually flourished in the regimented environment. He made several friends, though the transitory nature of life at the orphanage prevented him from forming any truly deep friendships.

When the Japanese attacked Pearl Harbor, Will was too young to understand what was really going on, but as he grew up in the turmoil of World War two, he began to grasp it. His country, the entity that had raised and protected him, was in trouble, and Will wanted to help. He was to young to serve in the military, of course, though that became his goal in life, and so, when the Korean War loomed on the horizon only a few years after the end of World War Two, Will lied about his age and joined the Marines at the age of sixteen.

After basic training, where he excelled as squad leader, Will managed to fulfill his lifelong dream and was sent to serve in Korea, where he was part of the Chosin Reservoir campaign. This brutal battle cost Will not only two toes off his left foot due to frostbite, and several friends he had made in boot camp, but his idealism as well. But instead of shattering his resolve, it only strengthened it, and he resolved to never let such a thing occur in his home country.

Will isn’t quite sure when his mutant powers first manifested…they were so subtle at first that he thought his good health and eyesight was simply a result of good genes, and he didn’t really notice the fact he didn’t seem to age as quickly as his comrades. It wasn’t until he was performing a tunnel clearing campaign in Vietnam that he realized the truth…there was no other explanation for the fact that after he accidentally set off a booby trap and was trapped underground, he could see through the walls and to the surface. Will didn’t hide his new discovery from his superiors, but he didn’t flaunt it either, and most people he dealt with were unaware that he was a mutant.

Will performed so well in Korea that when the war was over and he returned to the states, he was assigned to help train other Marines, and when the conflict in Vietnam heated up, he was loaned out to the CIA and sent into the country as an ‘observer‘. It was in this war torn country that Will earned the nickname ‘Feather’…due to the fact that when he performed a successful operation behind enemy lines, be it an assassination or sabotage, he would leave a small red white and blue metal feather behind as a calling card. Will served in many capacities in Vietnam…platoon leader, company commander, but the area where he really excelled was as a sniper, often operating alone behind enemy lines for weeks on end, simply to complete one assignment. Will was one of the first troops deployed in Vietnam, even before the government acknowledged there were troops there, and was on the last bird out of Saigon.

After Vietnam, Will went on to various other assignments, including tours of duty in Iraq, Kuwait, Afghanistan, and Lebanon as well as stateside. Will eventually rose to the rank of general…but the deskbound life of a General didn’t really suit his temperament, and after a few years of the drudgery, and forty years in the marines, in 1990 Will finally retired to try his hand at something new…an agent of the CIA. At first, it was interesting, the new training, the new ideas, the new adventures, but after a few years, some of the assignments began to be monotonous and seem pointless, and the constant deception the life required of him didn’t really sit well with him, and he began to work for other employment, knowing that retirement, which he was certainly qualified for by now, was simply not for him, and he got reassigned as a liaison with other agencies, mostly so he could get a better idea of what they did to see if there was something he would enjoy doing.

Will was overseas when Magneto’s attack happened, and was called back to the states to help deal with the ‘mutant problem’. While coordinating the capture of various mutants, including Paige Guthrie, he observed the unnecessarily harsh treatment and abuse many of them received at the hands of their captors, and when he intervened and pressed for an explanation, was simply told ‘They’re mutants. That’s reason enough.’ This served as a wake-up call for Will, and he began to investigate the situation, and discovered not only several violations of due process and civil rights in regards to the arrest of mutants, but also widespread abuse after their imprisonment.

WRITING SAMPLE

“Morning, Will!”

“Morning, Steve!” Will called back with a casual wave at his neighbor as he leaned against the side of his house and finished stretching out his hamstrings in preparation for his run.

“Remember…dinner tomorrow. And I apologize in advance!” Steve replied as he chuckled loudly before picking up his morning paper and turning to go inside.

“I’ll be there!” Will promised with a sigh…not because he disliked Steve…he actually got along quite well with the man…but because he knew the man wasn’t apologizing for his wife’s cooking, which, well not excellent, was better then the stuff Will generally bothered to fix…and definitely better then MRE’s, even after the government had improved them. No…Steve was apologizing because his wife intended to try and fix Will up with one of her friends, and while Will didn’t mind the occasional dalliance, he really wasn’t looking for romance in his life. But…it was a good meal, and the Jonses made good conversation partners…and maybe Mrs. Jones current victim would work out better then the last one.

Will banished those thoughts from his mind as he began to slowly jog down the street and activated his Bluetooth. Even though he wasn’t technically on duty, Will believed in efficiency, and there was no reason he couldn’t make a few phone calls during his morning run.

“You have two new messages.” The device announced in his ear, and Will suspected immediately who they were from. One was from Mr. Collins, the Deputy Director of the CIA, who never seemed to sleep or leave his office, and didn’t comprehend that others didn’t share his work ethic, and the other would be from Mr. Pennington, who wouldn’t be caught dead in his office past five PM, but didn’t seem to comprehend the fact there was a four hour time difference between DC and London.

Pennington first. Will decided for a combination of reasons, some personal, some professional. For one thing, he liked Pennington better then he liked Collins, and besides, after he talked to Pennington, he’d actually have something productive to talk to Collins about, rather then waste the whole conversation listening to the bureaucrat gripe because one of the forms Will had submitted was only a duplicate, and not a triplicate. I wonder if Pennington needs an assistant. I always liked London. Will thought with a wistful grin on his face as he dialed the other mans number from memory and waited for him to pick up.
