To make a Blog, go to the Preferences section of your Profile by the bar at the top of the screen. Then click "My Blog". Enter the details then click OK. The page you are redirected to is your Blog, where you can post entries or just look around at comments and things. To view a Blog, go to the Profile Page of that person. There is a Blog link in the lower section of the profile.
