  • 19 April 2015 -- Niwa is under new management!

    Niwa is now under new management as we strive to stand up the the standards of fun and entertaining roleplaying we have so far provided here at Niwa. Today makes the start of a campaign to bring in new members as Head Admin Akaiken and Support Admin Sparky work together to improve and uphold the current face of Niwa and keep us all moving forward!

They said this was a city for our kind, they said it was a safe haven from the rest of the world. This was suppose to be the city where we where safe from regular humans. But, in a city where Meta-Humans run rampant, is there such thing as safety? When taking what you want is as simple as waving your hand, or closing your eyes, how can there be law? In this city, the truth is there is only one source of law, and that are the different criminal organizations that have formed all around us. The only order is that of the darkest part of humanity, of criminal organizations where the strong thrive while the weak gasp for air. This is Niwa Nights.. This is our home.

DESCRIPTION
The Niwa City Police Department is dedicated and committed to the continual protection and law enforcement within the greater city. Officers of the N.C.P.D. make it their personal duty to ensure the safety of others and to face all adversities. As tireless public servants the Officers of the N.C.P.D. are sometimes all that stands between the constant threat of the numerous Gangs which call Niwa home and the millions of law abiding citizens which reside within this great City. Do you have what it takes to make the safety of these civilians your personal responsibility?


MISSION STATEMENT
It is the mission of the Niwa City Police Department to safeguard the lives and property of the people
we serve, to reduce the incidence and fear of crime, and to enhance public safety while working with
the diverse communities to improve their quality of life. Our mandate is to do so with honor and integrity,
while at all times conducting ourselves with the highest ethical standards to maintain public confidence.



RECRUITMENT
Recruitment is usually done through the N.C.P.D. Academy or a direct transfer from another Police or Military type body, often internationally. Every Officer will have basic training and a firm grasp on the law and what their rights, responsibilities and duty of care encompasses. Joining the N.C.P.D. is a commitment, however it is still a day, or night, job. When off duty Officers are expected to act with dignity and suspicious activity may draw the attention of Internal Affairs.

HISTORY
To say the N.C.P.D. does not have the best reputation would be to put it somewhat mildly.

The N.C.P.D. has faced similar problems to most police departments. The constant staffing and budget cuts have seriously impacted on the overall effectiveness of the police department. Perhaps even more troubling than these kinds of problems are those which directly stem from a lack in proper organisation. There have been numerous instances of evidence being misplaced and tampering that has allowed known criminals to be released back into society. Coupled with constant reports of corruption, abuse of power and excessive force within the ranks, it is fair to say the N.C.P.D. faces some serious issues which are both often seen in the streets and in the news headlines.

STRUCTURE
Within the N.C.P.D. is a clear chain of command which ensures the City remains protected.NPC Hierarchy
Chief of Police: The head honcho of the Police Department, the one that controls the money coming into the department and how it’s going to be spent. They are the spokesperson for the department, and implement various Law Enforcement programs within the city. They also have the ability to take command of dangerous situations in the city.

Deputy Chief of Police: The Deputy Chief, second in line to the Chief of Police, helps the Chief out with the administration of staffing, in particular how many can be hired at a given time and how many can be delegated to what area. The Deputy Chief takes on the responsibilities of the Chief of Police in their absence.

Inspector: While the Deputy Inspector analyzes the conditions that certain parts of the department are in, the Inspector is the delegator of what needs to be done with such an inspection. They hand down punishments or changes in the rules of these places, making sure these departments meet the standards they are supposed to live up to.

Deputy Inspector: This is the kind of person that comes around to different divisions and looks at everything, from the way the division’s officers present themselves to the way the building is maintained. These people also pass down orders from the Chief of Police to the supervising officers within these divisions. Only in times of extreme emergency, such as a fire or a riot, will the Deputy Inspector take command of officers.

PC Positions: Reserved for Event Coordinators
Captain: These people are the big shots, the people who study crimes and trends in certain neighbourhoods and designate what responsibilities that the management underneath them should assume. They assign their people with their big goals and act as the divisions representative in conferences.

Lieutenant: This second level up inside the department consists of the heavy duty managers who help to review reports, designate equipment to their respective divisions, helping as a lead officer in sensitive or dangerous crimes against persons or property. They also assume the duties of the captain when the captain is out.

PC Positions
Detective: Investigation specialists, Detectives will most often report directly to the associated Lieutenant or Captain within their Department. Detectives will most often work closely with a single partner and have a reputation for digging until they find something. An unsolved case is the bane of any Detective and can eat at them for years.

Sergeant: Usually on the front lines with the uniformed officers, the Sergeants are the first level of management within the department. These men and women help coordinate the responsibilities of the uniformed officers, brief the uniformed officers on new information and policy changes, and occasionally writes up reports and information on crimes in their particular area.

Officer: This is the lowest ranking law enforcement member of the police department, spending their time walking their beats or driving around in a patrol car. Uniformed officers may also be assigned to special divisions within the department, but their main job is to take radio calls and keep things from getting out of hand on the streets of Niwa.



DEPARTMENTS
S.W.A.T. Special Weapons and Tactics is the division of the N.C.P.D. that handles the warrants of known dangerous individuals, as well as instances where a perpetrator has barricaded themselves within a closed environment or where hostages are involved. Highly delicate, dangerous situations are the bread and butter of SWAT.

Robbery and Homicide What were once two separate units has now merged into one complete unit! The Robbery and Homicide Division is in charge of just those kinds of investigations, Robberies committed within the city of Niwa (such as bank robberies or store hold-ups) and Homicides (almost anything that involves somebody dying of something other than natural causes). The Crime Scene Unit is also attached to this Division.

Special Vicitim Unit This is the division of the N.C.P.D. that investigated sex crimes. Rape, molestation, illegal manufacturing of pornography, anything that involves sex is focused on by these men and women of the department. Fun fact, this division has the highest suicide rate of any division within the department.

Narcotics Any crimes involving drugs, which include the consumption of or the distribution of said drugs, are handled by the members of this unit. Their big focuses are crimes that involve Meta-Human drugs, such as Silver Bear or Red Eye, but any type of drug is fair game to these men and women.

Organised Crime Unit The men and women of the Organised Crime Unit specialise in investigative work and creating connections into known Criminal Networks. They do they best they can with the resources available to track the activities of Criminal Groups within the city, both large and small.

Counter Terrorism A smaller, more elite unit of the N.C.P.D., the Counter Terrorism Bureau is a team that consists of both uniformed officers as well as detectives that respond to things such as Bomb Threats, hostage rescue and responding to Citywide situations.

Patrol Division This division of the N.C.P.D. is, by and far, the single largest division within the department. They are the public presence of the N.C.P.D. These are the men and women of the department who work foot and vehicle patrols, more often than not responding to radio calls or helping citizens in need.

Traffic and Transit Again, two more units have merged into one! Members of this unit are in charge of enforcing the traffic laws within the city as well as maintaining the safety and security of everybody involved in Niwa’s transit system, which include Buses, Trains, and Subways. Street Races are a constant thorn in the side of these dedicated men and women.
