Light Manipulation
Similar to his sister's optikinesis, Alexei can create illusions that seem real to others, though not in the same sense. His illusions are created purely by light. Light manipulation allows him to control light: electromagnetic radiation that is visible to the human eye and which is emitted and absorbed in tiny "packets" called photons. He can generate, bend, shift, focus, scatter and generally manipulate light to various decrees and effects. With his power, he can do a variety of things: Absorb light; bend or shift light for holographic projection or illusion manipulation; create energy constructs such as walls or weapons; empower weapons by emblazoning them in photons; stimulate the emission of photons in order to create lasers (although this is simply a theory, he hasn't actually put it to trial yet); move at light-speed (which he doesn't do almost ever, since as a result he ends up in a near-comatose state for almost a week, after saving up the energy needed for at least two days); and generate light.

Having had control over his powers for quite some time, and having decent experience using them, he's almost fully in-tune with all of his ability's uses and capabilities. He hasn't even tried the laser theory, which one of his former co-workers back in L.A. had jokingly suggest he try on one of the secretary's bra straps one day. Then again, he isn't really interested in that, his abilities give him all he needs already. From small show-tier illusions, to over-powering his bullets for his gun and creating shield made of photon packets, he had all he needed and then some.

While he'd like to utilize his abilities more, they do take a toll on him:

• 
  
• Creating weapons and armor entirely from light with no base puts a massive strain on his mind, and physically drains him as well.
  
• While he can move at light-speed in desperate situations, he will drop to the ground in exhaustion wherever he stops, and will not wake up for days, even weeks at a time. As such, other than the initial test of this, he has only used that particular perk twice, and only when otherwise he would have lost his life. If he knows he'll be putting himself in danger for some high-tier case, he won't use his ability for two or three days, conversing photons he absorbs into his body.
  
• Bending and shifting light for projections or illusions requires a massive amount of focus for him, and as such, while using this ability he will not be doing much else at the time. Usually, if in a hostile environment, he will find a safe place, usually high up and in some kind of light, and use this part of his power.
  
• While carrying a heavy police flashlight is cool, it's pretty stupid to do so when you can be your own light source. So the department doesn't waste resources by granting him one of those awesome, over-weighted flashlights. This upsets him and he views it as a drawback.
  
• While probably able to, he does not create lasers. Gathering and releasing the amount of photons, as well as taking the energy to condense them, would take far too much effort, and for little result. Beyond a complete lack of enthusiasm for being a laser cannon, even if he were to channel his ability in such a way, it wouldn't be consistent enough to do much, if any, damage. The amount of focus and energy it would take would probably only allow for a short burst of laser-like energy, and if projected would probably immediately disperse.
