These are just broad categories to get you started thinking about a character.
And that's not to say that there can only be one of each. People work in shifts, go on vacation, or are absent for one reason or another. Each and every case will be investigated by one team pulled together from all the talents at NCIS, but even if you do not investigate a case, you can still post and interact with everyone else. In short: If you want to play two or three characters you are welcome to do so. 
A few words on the qualifications the real-world NCIS requires, as this may help you figure out what character concept is (or isn't) suitable for an NCIS agent:

You must not have reached 37 years of age. You must have an accredited baccalaureate degree. You must have vision correctable to 20/20 with normal color vision. You must be a U.S.-born or naturalized U.S. citizen. You must pass a background suitability screening.
Applicants are not required to enlist in the Navy or Marine Corps, have preexisting military or law enforcement experience (though such experience is often desirable), or have any particular knowledge, skills and abilities.
