ADMINISTRATION

Haven Station is managed by a governing body known as the Triumverate. This is composed of three representatives from each of the three planetary governments.

POLITICAL AFFILIATION

Haven Station is politically neutral from all of the governments, and likewise is considered a sovereign state. While its Triumverate may be appointed by the planetary governments, it does not answer to them.

However, the station does maintain extradition treaties, as well as various other diplomatic ties, to the planetary governments. This means that criminals, depending on the severity of their crime, may find no rest on the station.

TRAVEL

Haven Station is accessible to the general public via the transporter network that links it to the major cities of Earth. The station does receive supplies through a secure transporter system as well as supply ships. Neither of these are accessible to non-station personnel.

DEFENSE

As per any sovereign state, Haven Station is required to defend itself from any threat against it. To this means, it has an independent security force which answer ultimately to the Triumverate (though directly to the; station's chief of security). It also maintains a supply of three hundred interception missiles, fifty fusion warheads, twenty-six x-ray lasers, and eighty-nine meson turrets. These are of course only used in defense of the station against a hostile vessel.

To both protect its shipping and to assist in exploration of the solar system, the station also supports twelve squadrons of space-superiority fighter craft, totalling 219.

Additionally, the station is surrounded by a Ki-Dispursion Field, rendering such attacks against it useless. Selective areas of the station interior have been outfitted with a Ki-Nullification Field to allow the training of fighters but to prevent any stray shots from damaging the station itself.

GENERAL INFORMATION

Haven Station is approximately three kilometers long, and seven hundred meters wide as its widest, and is situated vertically in an axis around Earth's equator. Currently, it is home to roughly one hundred thousand individuals. And on a daily basis, it often sees an additional two hundred thousand.

HISTORY

The concept of Haven Station was conceived around fifty years ago, following the last planet-wide war between all three of the governments. It was realized that, after escaping near-destruction when major cities on all three sides were destroyed with fusion warheads, next time they may not be so lucky. From this mutual desire for life, it was decided that a method of settling disputes and of ensuring lasting peace--on the macro scale--was needed. The answer was Haven Station.

The station took nearly ten years to plan and design due to some minor technological constraints and political hubub. Eventually, however, the designers were finished, and the plans were submitted to the Haven Council. The council, unfortunately, rejected the initial design, stating a 'what if' scenario in the event one government chose not to accept Haven's political neutrality. Over four years, the designs were changed again, from a diplomatic station to a diplomatic, training, and self-sufficient military station.

Construction was to begin immediately once the design was approved, however a dispute began to arise among the governments. They didn't wish to pay for equal shares of the station unless they had some form of control. (Originally, the station was to eventually be run by a government elected by its own people.) The plans were changed again, such that it would be run by an appointed Triumverate, and would remain such.

When construction of the station finally began, it took nearly twenty-seven years to complete. This was in part due to terrorism acts by unknown sources, as well as political bickering and issued occurring during construction. A total of 391 lives were lost in the construction of the station. A memorial plaque to them is now located in the station's park.

Eight years ago, the station was officially commissioned in a ceremony linking the capitals of each of the nations into the transporter grid of the station. Since then, the station has continued to prosper both financially and in popularity. The current yearly operating budget of the station now exceeds 50 billion zeni, and its current income is estimated at 73 billion zeni. Fifty percent of the profits are distributed equally among the planetary governments.
