In order to further RP and story development, DBL has broken away from the standard Saga-driven RP concepts. No longer is this even the same universe that DB was set in. It is a parallel, similar universe, but there are some distinct differences. And it goes without saying, any who might have existed in both the DB universe and this are long, long since dead and forgotten.

Up until three hundred years ago, the world was in chaos. Fighters of extreme power would single-handedly topple governments and assume control of thousands or millions of people. The general population was in a panic, and even though there were groups dedicated to helping them, little difference was made. However, in the excavation of an undersea ruin three centuries ago, a discovery was made that would change the world forever.

What the scientists found, according to the data with it, was known as a Ki Dispursion Field generator (or KDF for short). This generator, according to all physics, seemed impossible to exist. But it did. And it did exactly what the data said it would--render those who used ki energy nearly equal to those who did not.

Only a few short years passed, and the secret reverse-engineering of the device proved successful. A prototype was installed in one of the cities, and when hostile fighters were lured in, it was turned on. The results were beyond expectations. Not only were the fighters rendered almost equal to normal people, but the city's militia was able to capture and kill them. This single event marked the point where humankind began taking back the Earth from the hostile saiyan and icerian races.

Gradually over the next fifty years, the KDF technology spread throughout the world, being installed in every major city. Governments, having existed only on small scales for over a thousand years, began to become entities of power again. Those powerful fighters that sought to dominate the world now found themselves outmatched by the KDF technology, and then found themselves either captured and imprisoned or killed.

But, no world is perfect. Even though no single person was able to dominate the world, governments can still share those desires. What was once a planetary government split into three factions, each based on a separate ideology, as the years passed. These three governments have controlled the world since their inception just over two hundred years ago.

And while most of the time since then has been filled with relative peace when compared to the turmoil that existed before, wars still happened. While normally limited to a few months in length and over small, unimportant issues, four world wars have occurred. Each one resulted in increased destruction. The last occurred fifty years ago, and resulted in the formation of the Haven Station.

In the universe of DBL, there are three main governments that control Earth (Haven is an exception).

PROVINCE OF EUPHOR

Arguably the only remaining piece of the old planetary government, the Province of Euphor is known for being fair and just. It is, as its predecessor was, a nation of laws. The province itself is broken up into districts, which joined the province at separate times. Each state is permitted one representative to the Provincial General--the governing body of the province. Elected by the representatives is the Provincial Speaker, who serves as a manager of sorts for the General. The Speaker is also the chief diplomat for the province. However the Speaker's power is limited at that--the General is that which runs the province.

PROVINCE OF CORDIAL

Despite the similarity to a word, the province does not share such behavior. Often, this province is referred to as a 'neutral' nation, though that doesn't really describe it. Its general philosophy is that the ends justify the means. And while it usually seeks its own betterment and that of its citizens, it will use whatever means it deems necessary to accomplish those means.

The province is run by a single emperor, who is worshipped as a god. While this does sound odd, investigations have determined that the founder of the province is indeed alive as the current emperor. From what could be uncovered, he is being kept alive by an advanced life support machine known as 'The Throne.' While the people are not forced to worship him, the military blindly follows any command he may issue, even if it would cost them innumerable losses. Inquisitors often search the province, searching for those deemed 'heretics', specifically those who speak out vocally against the emperor or denounce him in some manner. A popular saying among the military is, "It is better to die for the emperor than live for yourself."

PROVINCE OF HALCYON

When those of this province are asked to describe themselves in one word, they say 'strong'. When outsiders are asked to describe it, they say 'selfish'. The provincial teachings are that each person should seek to better themselves in any way, and that sharing what has been learned only serves to weaken the person. Strength is prided above almost all else. There is, however, a code of honor. Though they do engage in wanton slaughter at times, they are not reckless--quite the opposite, they are very efficient and precise in their ruthless methods.

The province itself is managed by an emperor, however he is not worshiped as a god. He is but a man. A man who through deceit, plotting, and strength managed to take the throne from the previous emperor. Now he guards his position from those who seek it, while continuing to direct the province to be stronger and conquer its enemies.



The nations of Earth, and Haven Station, each have its own unique military force. Further details are provided below.

THE LEGION OF ONE

The Legion is the elite body of the Province of Euphor. While there is a militia for each district, in the world wars, it has been proven that they are far inferior to the Legion. Even the other governments grow concerned when they learn of Legion movement, for when it moves, little can stand in its path.

Legion members are trained in the same identical fighting style, regardless of race or gender. Squad assignments (for the most part) in the Legion are balanced based on the capabilities of its members. In essence, the Legion is not a military comprised of individuals. It is a living, breathing fighting machine composed of units that act as a collective. Never was there a truer statement made about the Legion when it was said, "To harm a single Legion member is to warrant the wrath of the entire Legion."

THE HOLY STORM and THE HANDMAIDENS

The military of the Province of Cordial is broken up into two different segments, based on gender. Males (or gender neutral) are assigned to The Holy Storm. Females are assigned to The Handmaidens. But regardless of gender, both forces view the emperor as their living god, and perform all of their actions in his name.

The Holy Storm serves as the primary military. All members of the Storm consider themselves as brothers-in-arms. As such, there is no greater crime (save to betray the emperor) than to betray a brother. And there is no greater cause (than to serve the emperor) than to aid a brother.

While the Handmaidens can take a combat role if they wish, often times they choose more liberal methods of aiding the emperor. Their task is to serve the emperor directly, through any method. Like the Storm, all members are considered Sisters, and are treated as such. Some of the more famous Handmaidens have served as mistresses to foreign government officials, leaking information to to their Sisters and to the Storm. Others have served as generals for the Storm. Still others carefully kidnapped targets of importance and conducted interrogations of great worth. Truly, there is no length they will go to serve their lord.

THE BLACK HORDE

The Black Horde is the only known military for the Province of Halcyon. It admits members regardless of gender. While its members are sworn to serve their emperor, often times, ranking military officials have their subordinates following their own agendas. Competition is encouraged among the troops, and this can grow to dangerous extremes at times. In a few incidents, dozens of troops have killed each over other reportedly petty
issues.

In the Horde, like the province itself, strength is prized above all else. Weakness, be it physical or emotional, is seen as a fatal flaw. Those who are found to be weak are, at best, dishonorably discharged. At worst, they are executed. And should another member prove the weakness of another, they are rewarded very well.
