Under what circumstances would the Tariff Act of 1930 not be put in place? Or, if that be too much, how could it be made less severe? |

It looks as if it passed by only 2 votes in the Senate. Hoover strongly opposed it, but bowed to party pressure and did not veto it. The Democrats and Franklin D. Roosevelt opposed it. It looks as if it would be trivial to have fail in 1930 or have Hoover veto. |
