The Auction House is an area in which you may buy an area. You must be anywhere in the Role Play, excluding Dungeons. So, basically if you want to bid make sure you have one character handy.
You don't have to bid in character, but if you want to it's fine.
Buying an area is simple, and has many uses. First off, a new thread must be created saying you wish buy an area, as well as the price you wish to pay for said area. If another Guild Leader comes and says 'I would like to bid on [insert area]' an Auction will start, in which the two Leaders/Members will name their price. Another member can get in on this, and start in the middle of the bid as well. A Leader has a day to post saying they would like to bid higher, as well as a day to bid higher if in an auction. The Member to name the highest price by the end of the auction will get the Area.
If a Member posts saying they're done with the auction (IE the price just went too high and they lack the Rupee, or they just don't feel like paying that much for an area), the Auction will wait one more day and the person with the highest bid will win.
Try not to set up a posting order. Auctions are supposed to be wild, and contain spontaneous mounts of people offering different amounts of Rupees.
The LEAST amount of Rupees you can put the offer up to in a bid is 10. Any less than that would be just stupid to even waste the time to post. The LEAST you may start a bid on is 20 Rupees. Selling each area for 10 Rupees would be unfair, and make certain areas unattainable.
Owning Areas has many benefits, such as 20% discounts at the areas you own, as well as lowering the levels of Dungeons in that Area by one.
Normal members MUST have consent from their Leaders to participate in Auctions. Don't want to lose all your money on one small area because a member was being a prick, now do you?
You can pay for an Area out of your own pocket (your characters, really). And you can do so without leaders consent. HOWEVER, it is expected that if you happen to quite the Guild or are booted from it, you can not keep it. So if you're buying an area for your Guild, make sure you won't whine about buying it and wanting to keep it if you leave.
