To found a city, create a new area, or any of that, you need to know what all has to go into it. If you want to be the founder of a new city, you just venture out into the Shilo Forest somewhere and decide where you would like to place your new city. Of course, you do need the Pokemon and man power to create the city. You must go through the process of actually creating the city. Only Omni-Mods+ can take care of journeys which wish to build a new city. Quality posts are required to allow the player to take the steps needed to create their desired city. Such Pokemon as rock, ground, fighting, and psychics are quite needed in order to help the building processes. You also need the resources in order to build the city. Wood for the buildings, electricity, water, heat, etc. All are needed to run a sufficient city. Just so you know, if you were going to try this all by yourself, it is not suggested that you do. The more people you have on your side, equals the less time it will take to create the city, depending upon the Pokemon each trainer/person owns at the point and time of creation. If you are lucky enough to create the city, you will be mailed an IC letter from an anonymous source stating the congratulations of creating the city, and then you will be asked to appoint one person who will run the city's Pokemon Gym. Each registered city must pass the Gym Test in order to officially become a city and be placed on the region's map. Each city within Zenenthia needs to abide by the Pokemon League rules by appointing one leader to rule as the Gym Leader to add to the list of Gyms needed to beat in order to gain access to Pokemon League Island, off the coast of Medelian.
