The establishment of the Australian Army has been modified with an amendment to the Defence Act of 1903, whereby infantry is no longer restricted to the militia and a number of new units raised with British funding.

An active force of four regiments of cavalry, eight regiments of artillery, coastal artillery forces, a regiment of engineers and twelve regiments of infantry is to be maintained, with the infantry regiments fielding one active and one reserve battalion at the present time.

The following regiments will comprise the regular force:

Royal Australian Guards
Royal Australian Regiment
Royal Australian Light Infantry
Australian Rifles
Australian Scottish Regiment
Australian Commonwealth Regiment
New South Wales Regiment
Victoria Regiment
South Australia Regiment
Western Australia Regiment
Queensland Regiment
Tasmania Regiment

A regiment of marines, the Australian Marines, has been established from veterans of the New South Wales Naval Brigade and other former colonial forces with a strength of two battalions.

The Commonwealth Naval Forces are to be renamed the Australian Navy.

The Commonwealth Government has officially approved the proposed naval plan, with new ships to be laid down in 1909 to augment smaller vessels which will be delivered beforehand.

His Majesty King George has granted the Australian Navy and the Australian Marines the titles of Royal Australian Navy and Royal Australian Marines respectively.

Active strength of infantry regiments is to be raised over the course of the next three years to two active and two reserve battalions. A further four regiments are to be established - the Sydney Regiment, Melbourne Regiment, Adelaide Regiment and Perth Regiment.

The Australian Commonwealth Horse is to be raised at reserve level. Four Light Horse Regiments are to be raised for active service.

A report by Field Marshal Kitchener on the development of the reserve forces of the Australian Army has been submitted, with recommendations for a citizen force of 80,000 manned by troops undergoing compulsary military training, the establishment of a defence college and the formation of a staff corps. The cost of such reforms would be 2,500,000 pounds, which would be partly funded by the British War Office, and would be in addition to the cost of the regular and reserve formations outlined previously.

Four large light armoured cruisers will be laid down for the Royal Australian Navy in 1911. The interim twelve torpedo boat destroyers now in service are to be replaced by new construction ships of equivalent standard to current Royal Navy fleet destroyers, with the older ships being transferred to the Royal Navy in return for appropriate payment.

Most significantly, the battlecruiser HMAS Australia is to be operated by the RAN upon completion next year, with the dreadnought HMAS Commonwealth to be completed in late 1912.
