June, 1911: Beginning to compete with the Navy for funding and with the current state of dissolving alliances, the German Army has been granted a further 10% budget increase for efficiency, higher pay, and supply. Berlin will honor its agreement with Russia to not raise more men however. This is meant to improve organization. Moltke was cited as the major driver behind this budget increase combined with perceived vulnerability in the German Army staff without the Austrians.

March, 1912: The German Army has begun producing additional MG08 machine guns to double the number in each regiment of infantry, and thus the number fielded by each Armee Korps. Moltke stated this will increased the firepower of the German Korps and increase their ability to lay down large amounts of fire.

January, 1913: With French and Russian troop levels still on the rise and the ratification of the Entente, Berlin has seen fit to establish the Deutsches Ausländischewehr. Similar to other Foreign Legions, the service will be composed of foreigners paid to fight for the German Empire. This will allow Germany to field additional forces without drawing from the domestic workforce. Pay for these men will be only slightly less than the German Army which is far higher than many overseas militaries can pay. Thus, it is expected large numbers of men from Africa, particularly the German colonies, will be easily recruited in the beginning. General Kuno von Steuben has been appointed as the commander of these forces.

Early July, 1913: The German Army has begun scheduled exercises in Saxony and Bavaria incorporating the new forces from the Deutsches Ausländischewehr, multiple air wings, and new vehicles recently procured. Forces in East Prussia, Posen, and the Rhineland were not participating due to the cancelled leave for soldiers.
