I however don't quite get what you mean Suna. You think they should be more "Chellvierian" in behaviour when dealing the with government, but have a secret part dedicated to helping villages etc? If that is what you meant I would agree. Especially seeing as the government properly would strike down anyone they feel "Oppose" them.

Part of their personal staff? That would probably end the problems here, seeing as its then part of the 'government' We have to keep in mind this is a feudal system, with regional lords and knightly orders providing not only the bulk of the troops but also serving as the beuracracy. There wouldn't be much of a central 'government' outside of the King's city, and only then it would be the people who ensure the feudal lords are doing their job and paying their taxes
