Government

Hiberia consists of six provinces, whose borders date back to the colonial times of 16th century. Most of the provinces are ruled by direct democracy in the villages and towns, but lands under communist control are firmly within the grip of the New Workers' Party's ruling bloc. As of now, the head of state is mostly symbolic, but Vladimiro Rojas aspires to bring the rest of the anarchistic country under the heel of his centralized government. In theory, there should be no centralized government as everyone is equal, but in practice there is a weak one centered around Ciudad Libertad and the communist holdings.

All men and women of mature age (21 years) and of sound state of mind are eligible to take part in elections.

Hiberia is a single-party dictatorship ruled by the New Workers' Party, but it holds little sway over the independent-minded population. The party's ruling bloc elects the government and head of state based on political merits and connections.

Hiberia has not had an official parliament since the civil war, due to communities handling their own matters in local councils. New Workers' Party does maintain a People's Council, but it is mainly symbolic institution for rubberstamping the ruling bloc's decisions.

Society

Hiberian society is a very fragmented one. In larger cities and towns, the local authority and laws are respected reluctantly not to mention outright negligence of the "official" communist government in Ciudad Libertad, and frontier communities are as good as independent. Pioneer spirit is still strong from the old times, but community and the group are emphasized over individuals these days. Social security and such are maintained in theory by the Ciudad Libertad government and most benevolent councils, but there are few social safety nets outside these areas.

The class society has faded mostly into obscurity compared to 1870's situation, but there are beginnings of a new political elite forming within higher echelons of communist leadership, and everyone looks down upon the natives and Hellenics who didn't move into Hellenia after the civil war.

Industries and education are now strictly in Hiberian language, and everyone can advance in theory, but in practice, political and social connections still determine a person's success. The basic factories left by Hellenics have been supplemented by newer yet still basic ones in the country's quest to become truly self-sufficient nation.

Hiberia's Military has experienced a rebirth after the Catastrophe of 1870 and many wars that followed it. The land was already very open-minded regarding gun ownership, and the lawless period following collapse of Ishvalian government caused an upsurge in gun owners for self-defense purposes. There was a very hostile, yet weak country of Hellenia in the north-west and Magellonica had begun its expansion wars at the same time. Palencia, formerly Paxoi (F29) was partly occupied by Magellonican military as part-buffer territory part genuine imperialist expansion for 24 years, until Hiberia had gained enough strength to reclaim the frontier province. Hiberia's army is mainly reserve grade, composed of volunteered militias that train regularly through the year. The absolute and glamorous elite of the army are the communists' shock troopers garrisoned around the capital, who are full-time professional military. The navy on the other hand has suffered neglect due to terrible expenses and focus on defending the country from threats on the Astran continent.

Religion

Hiberia is officially atheist state, but various forms of Christianity and pagan religions persist through the country. Crackdowns on catholics are regular sight within communist controlled areas, but restrictions are more lax if not non-existent elsewhere. It must be noted, that the variety of catholicism within Hiberia differs from the Old World's faith, as the original settlers of the land were heretics and dissenters against the Hesperian church.

History

Pre-colonial age

History of the people living before foundation of Ishval has been poorly recorded. Local tribes lived, died, grew and shrunk within limits set by nature, until the first colonists arrived. Hunting, foraging and farming were the most major and only livelihoods up until 15th century.

Early colonial period

At the end of 15th century,Hesperian explorers sailed southwards until they found a peninsula that was christened Indianum. About ten years later, further explorations revealed a presence of an entire continent. First settlements along the coastline were founded in the 1520's and 1530's. These first settlements were merely forts and villages of few hundred people set apart by hundreds of kilometers.

A great shift to Astra's immigrant population came when the decade long great Heresy in Hesperia was defeated, and over six million Hesperians, along with about a million Aurulian slaves were banished to the New World. These settlers were a mix of ordinary catholics, atheists and other various dissenters, and they founded their own independent settlements. People of these communities formed eventually the Hesperian part of Ishval, and today's Hiberia is descended from them.

In the year of 1652, Stratonian empire performed a colony grab and wrestled Ishval away from Hesperian sphere of influence.

Late colonial period

Frankly said rather dull period. Hesperian population was displeased with change of control from them to new Stratonian elite, and they on the other hand couldn't give a damn about the underclasses' opinion.

Independence

Life dominated by the distant empire around the Round Sea did not raise any sympathies with the people. The seed of independence was laid down when Union of Astran States seceded from Arretian empire, inspiring the Hesperian middle class that had grown tired with Stratonian domination, and the Stratonian elite that had in turn grown tired of being puppets of their masters behind two seas. Ishval declared its independence in 1784 to indifference of her former master Stratonia, which was pre-occupied with matters closer to home.

In the 1860's an anarchist terror campaign broke out, jthat threatened the upcoming presidential elections. Then-president Apollo Costanduros declared a state of emergency and appointed the minister of state security Iason Stroubakos to take care of the anarchist uprising, after Costanduros was injured severely in an attempt at his life. The bombers, who were actually backed by Stroubakos, were caught and president Costanduros' opponent Joan Cabral was made a scapegoat for the spree of bombings. However, the acting president Iason refused to give up power, and the constitution had been suspended by the state of emergency, giving him free reign. Free state of Ishval turned into a dictatorship in 1867, and president-for-life Iason Stroubakos ruled with an iron fist until 1870.

In the year 1870 Iason Stroubakos began his war of conquest against the Arcticuan colony of Nuvanuk The local garrison was defeated easily, but the diplomatic backlash and isolation cut off the country's foreign trade. In the Old World, Tir Connail and Arretium sprung to action to aid the Arcticuan federation in peril. Stroubakos attempted to legitimize his attack proclaiming the country into vice-kingdom of Stratonia in vain, and was forced to go into exile after the parliament discredited him. The trio of the Old Word stripped Ishval of her resources and dictated her a new foreign policy. Thus the short war of 1870 has become known simply as the Catastrophe

Present

Shortly after the Catastrophe of 1870, elements of nationalists instigated a rebellion against the Stratonian elite within the country, and pushed it into a full-blown civil war that ended in victory of the Hesperian people. Majority of the Stratonian elite and minority was forcefully expelled into the province of Alicante, that became the new nation of Hellenia. The rest of the country was renamed into Hiberia, and her citizens into Hiberians.

The country remained in chaotic state for many years after the civil war, as the dis-united rebels began fighting over negociation tables about who gets to rule the new nation. There were many parties, the nationalists, the republicans, the monarchists and the recently-emerged socialists to the debate of where to direct Hiberia, and the socialists gained majority in the end. A workers' state, the first of its kind, was set up, but another power struggle between the anarchists and communists divided the state and permitted the power vacuum to continue. This was in turn taken advantage by Magellonica who occupied southern parts of Paxoi/Palencia, the frontier province in 1875. Attentions were directed right away into this infringement of Hiberian sovereignty and military build-up commenced, that eventually culminated into a re-conquest in 1899, 24 years later after many distractions and border conflicts with Hellenia.

The socialist state stands alone in the world, and is looking for new direction. Will Hiberia return to isolation or seek active policy of interventionism? Only time will tell.

Ciudad Libertad

Sleet was falling down upon the capital of world's first socialist nation. The proletariat on the streets was hurrying to shelter of their homes or coffeehouses, a still living remnant of era bygone. But that was not all the renamed city of Megara hosted, for there was a symbol of the new era towering above it all, the Crimson Tower, a symbol of the communist party's power and hold over the land.

Lone figure observed the gray city spreading below, through the glass on the topmost floor in the round central tower. He wasn't pleased, not at all. So much work had been done to reach this point, the founding and maintaining a state of a different colour in a world full of danger, yet all of it could be endangered from within so easily. Something had to be done to consolidate the government's power in the anarchist's wet dream that was called Hiberia.

There was a slight creak coming from the door's direction. An aide had entered the room bearing a large bin of papers. He coughed softly, if not fearfully to get the man's attention. The lone figure by the windows spoke, but didn't shift. "Did you do all of what I requested?"

The aide nodded, even as he realized it was in vain because he wasn't being looked at. "Yes, comrade Rojas. I have all of the papers here."

"What of Arxel? What did he reply with?"

The aide took a moment to realize who Rojas was talking about before recognizing the connection. "Minister Arxel Quehlas, you mean? He was positive about the formation of secret police. He wishes to speak with you about it."

"I'll put it somewhere on my calendar. And the commander of the shock troopers?"

"Comrade Foa reports that he is ready to order the troops under his guidance to Segovia as soon as possible. All he needs is just your word."

"Excellent." A smile formed on Rojas' face. He turned his head away from the sights, towards the aide. Lights of the office cast their rays upon Vladimiro Rojas, the most important man in Hiberia, if not all of Astra. "You may go now."

The aide nodded and marched out, letting out a relieved sigh once out of the fearsome chairman's earshot.

Back in the office, Rojas turned back to look at the city in disdain. One petty uprising of counter-revolutionaries is not going to stand in my way to world revolution. he thought to himself, before going to work on the files.
