The whole idea is ebery character has their own strenght and power, if everyone starts with same lvl and strenght the competetion will be much more boring. Vegeta has good power at the begining, but he has also low Ki. Goku starts with medium power and good ki compared to vegeta.

Also, aside from some particular cases, starting stats matter shit after early game. The problem is in Powerups, chip availability and one particular knockback. And maybe in lord slug's crew.
