I'd rather deal with Goku and Vegeta individually than both of them fused into one death-machine, but that doesn't mean it should be removed. Although he gets it late in the game, Kid Buu also has Instant Transmission. Although it pains me to admit it, but the Bojack Multiverse special was basically right... if Goku didn't IT in and punch Bojack, the Z fighters would be D-E-A-D. Same crap applies here. Also... why the hell does everyone keep quoting the comment before theirs... it's not like it's hard to find.

Edit : Also please make it so that Goku can't instant transmission from heaven to his allies. Even though its only for a few seconds and he gets teleported back to heaven, he can still use spirit ball or w/e spell. Also if he transforms into another form, he can just do this over and over.. He can do that in the anime, so why not here? Cell can also instant transmission and use spirit bomb in the anime. Should we give him that too? Goddamn retard, think before you post. Goku spamming instant transmission from heaven to help his allies is pretty game-breaking and obviously cheap. Incorrect, asshole. It does state that you have to be "pure of heart" to create a spirit bomb, but like many other things in Dragonball, it doesn't really go into further detail. You MIGHT be able to create one if you're pure evil of heart, but I can find any "solid" evidence of that. shrug I'm going to say he probably can't make a spirit bomb just because it's so iconically good. Normally evil dudes can't rip off the whole 1hko "ultimate goodness attack" bit.

I can say that I can use the Spirit Bomb all I want... doesn't make it any truer. He does SAY he can use the Spirit Bomb but he never backs it up. I'm still not convinced. It is plausible that he MIGHT be able to use the Spirit Bomb, but again, he never SHOWS he can use the Spirit Bomb.

Its plausible that he could have after he released the cell juniors, but those were taken out pretty quick. Goku can use it, but he doesn't use it often. Its waaaay too slow and generally useless. And there is a huge difference between claiming to be able to do something while possessing the potential, and claiming to be able to do something with a power level under 5. Akira Toriyama is a mangaka not some fanfic artist. He does everything for a good reason and wouldn't leave it up to his fans to "guess" whether or not Cell can do the spirit bomb. He knows the process of creating the spirit bomb. However, he doesn't have a pure heart and so he can't actually use it. As far as DBZU goes, giving cell IT and/or spirit bomb would be over kill. To stay on topic of 4.9 ideas... Possible Kid buu change: change nightmare aura to give two separate buffs to separate the damage bonus and the blink buff. Keep the damage bonus at its current duration but lower the click n' blink duration to 5 seconds. Being able to blink across the entire map in 20 seconds is a little over kill.
