 well yeh but u can increase the lvl for cell to get androids likw 55 or sumin??

 Why would you want to increase the level he needs even further? He would be stuck at a 1.5x multiplier for 40 levels... and Goku has a 4x multiplier at lvl 30... why should he have to wait for a 4x multiplier all the way till level 55? If anything I'm more towards having the level he needs reduced.
