 A buff? What are you, high? I killed a ss4 Vegeta with 8k more stats than me with Tien, and I was still able to kill the ambushing cell. He's plenty strong, just kinda risky, which compensates for his overall power.

 Ok douche, I need you to spell it out for me, how exactly is he underpowered? As far as I can tell he's an OP killing machine that might push himself to near death to kill you but fuck if he won't get the job done.

And you cant use Stubborness if your health is low, since if somthing one shots you, it wil one shot you, it just prevents you from taking damage, not dying

This is true but it has about a 40 second cool down and considering that if I rush all the sagas with Frieza yet have 25% less stats than my team mates at Full power, it's sort of a slap in the face. Also I consider stubborn as Frieza's special survival ability similar to Buu's regen, Cell's regen, 17's absorb shield, Lord Slug's regen. What doesn't help also about full power is that not only low for a last transformation but also drains mana.

And to further analyze Frieza's power consider that his Fighting style doesn't have any crit at all and it's pure dodge. Frieza can't exactly beat someone to death as he needs his spells to own people. Is it possible to lower the cool down on Death ball (since it's similar to Vanishing ball yet Vanishing's cool down isn't so high).

Isn't that in itself a reason he might need a nerf if anything? At any rate, he's powerful, the only sense in which he might be lacking is in melee combat as he's very spell reliant, but that's taken care of with his clone (which you can attack and the clone attack back, I'm assuming that's suppose to be there as you didn't take care of it in the bug fix) and build speed and power fairly fast.
