OUR IMPERIAL MAJESTY, AN ACT PASSED BY THE HOUSE OF COMMONS BY A MARGIN OF 3-1 AND THE HOUSE OF LORDS BY A MARGIN OF 3-0. INTRODUCTION This Act shall be known as the Premier Election Act. ARTICLE THE FIRST The election of the Prime Minister of the United Kingdom, herein called "Premier," shall be by popular vote by the Citizens of the United Kingdom. ARTICLE THE SECOND The Premier Appointment Act is hereby declared null and void. ARTICLE THE THIRD All clauses regarding the election of the Premier by the "majority" or "ruling" party in the Parliament of the United Kingdom in the Constitution of the United Kingdom is hereby struck null and void. ARTICLE THE FOURTH 1. Should there be three or more candidates for the Office of Prime Minister, the top two candidates with the most votes shall proceed to the second round of the election, unless one candidate gets 51% of the vote or more. Should a candidate get 51% of the vote or more in the first round, s/he shall be declared winner and shall meet with His Majesty the King for his blessing to lead the government and nation. 2. The top two candidates from the first round shall then enter the second round of the election. Voting shall commence in the second round no later than three (3) days after the first round. The candidate gaining a majority of the popular votes, 51% or more, shall be declared the winner. Should no candidate gain the required majority, voting shall continue until a victor is declared with the 51%+ requirement. 3. If no candidate gains a majority of the vote by the fourth round, the fifth round shall commence and the winner shall be s/he who as a plurality of the vote. ARTICLE THE FIFTH With a plurality of the House of Commons and the House of Lords voting in favor, this Act shall become law. Signed: by His Majesty King George VII, 19 August 2007. |
