Well lets see... I've seen enough in my day to know that that is a seagull foot. The texture appears to be particularly scaly, reminding one of the bird's ancestral dinosaurs. However, notice that the blacktop seems quite well rounded. This means one or two things. First of all, the bird is standing on a man made structure. A round, man made structure made out of blacktop. A seagull is standing on it, so something must have attracted it to that spot. The structure isn't worn, nor does it look uncared for, so it can be assumed that the area normally has humans in the area and is maintained frequently, as the the surface looks quite well maintained. A manmade structure that would attract seagulls would be a table, as seagulls are foragers and tables frequently have substances to forage. However, blacktop is not exactly a common building material for structures other than roads, implying the area has unique taste. From this image (and admittedly 2 minutes of observation) I can deduct that this seagull is on a blacktop table, foraging for food in a somewhat fancy resort.

That is not a seagull foot.
You're focusing too much on the scenery instead of the foot's actual anatomy.

Now i'm going to go off of the only thing that you stated that seemed to resemble a fact regarding this subject.

The texture closely resembles a duck foot more than anything else, a seagull's texture isn't like this.
A seagull's foot texture isn't as rough as the image's foot, in fact it's almost nothing like that texture. It's supposed to be pale faded and skinnier, along with a different angle due to a seagull's usual pose.
