Time, as stately correctly before, is simply a perception on events, and can be distorted. One famous example would be an experiment proposed by Einstein (However, I am not certain) that, for example, If you were running from point a to point b and you had a timer on you and I was timing you with my own timer, we would find that our timers have different times. Now mind you this is in the range of 1e-10 seconds, but, it is still a difference.

Onto the topic at hand; the ending of the Universe. The scientist in the article is merely suggesting a theory and I see some of the logic behind it, however, a greater understanding of time is needed. Because, as Identification pointed out, 'seconds' simply our own measurements of change, you can only use the smallest length of time possible, or, as scientists refer to it, Planck Time. Planck time is the time (go figure) that it takes for a photon travelling at the speed of light, in a vacuum, to travel one Planck length (.616199[97]e-35m).

Now, how does this all tie together you might ask; fear not, for I have a theory. One of the Universe's hypothesized ends is something called Big Freeze, in which, particles move so far apart that no energy can be transferred, resulting in 0 Kelvin (absolute zero). This would mean that photons do not have the energy and could not travel the one Planck Length; and because they cannot travel the one Planck Length, Planck Time does not take place.

At least, that is the theory I gathered.
