Yes, you need to ensure that you can defend yourself--but different countries (and even states) have different laws. The Sensei's book emphasizes this and I'm sure he'd want us to acknowledge this!

Unregistered	yeah, but you need to worry about your own personal safety before all that legal shit. There's an old saying; "at a homicide trial, I'd rather be a defendent than the main star".
