[Set Comments]
Simple offense set. With no access to Waterfall, Zen Headbutt is your main STAB. Earthquake covers Electrics, and Blizzard is for Murkrow, who is immune to both moves, as well as Yawn. You can use Fire Blast over Blizzard for Bronzor, as well. For the last move, Yawn can force a switch, but with 0 ivs and a negative nature, Slowpoke hits a whopping 5 speed, which is among the slowest available, so Trick Room is also a good option.

[Set Comments]
This is a risky set, but the idea is to get Trick Room up and then pull off a Belly Drum, hopefully on a switch. With Belly Drum active, Zen Headbutt and Return are used to sweep. Although things may resist the Psychic/Normal combo, nothing is immune to it, so the sweep can't be stopped easily. Bronzor is 2KO'd by a +6 Return, and, barring Reflect, the worst he can do is pray to KO with Earthquake (with no EV's, Bronzor is doing 25% max to this Slowpoke). Even max HP/max Def Shieldon is 2KO'd by a +6 Zen Headbutt. Curse is an option for a slower Slowpoke (faster in TR), but, of course, it won't hit nearly as hard and is walled by Steels. Excellent set in theory, but may be difficult to pull off.

Standard Bander. Definitely not Slowpoke's most exciting option, but it hits pretty hard. Fire Blast is preferred in the fourth slot for Bronzor, since now he has Return to hit Murkrow, but Blizzard is still a decent choice. Sleep Talk would be if you wanted Slowpoke to absorb a Hypnosis.

[Set Comments]
Slowpoke has a large special movepool to use his small Special Attack stat with. All of these moves are over 100 BP (fatoring STAB), unless you use HP Electric, so Slowpoke is definitely not a pushover here. The 200 Special Attack EV's cover the drop if you use HP Electric.

[Other Options]
Block could be cool if you trapped something that would give you time to set up Trick Room, Belly Drum, or Curse. Me First is a somewhat gimmicky option on a Trick Room set. There won't be a lot of time to use Slack Off in Little Cup, but Slowpoke is relatively sturdy, so it could be useful (it heals more than an Oran Berry). Amnesia boosts the lower of Slowpoke's defenses, but he probably won't be soaking up too many hits. Likewise, Calm Mind is decent, but he's better off using Curse. He can set up Light Screen and Rain Dance well. Other Special Options include Grass Knot, Shadow Ball, Ice Beam, and Flamethrower. The only other physical option is Iron Tail. Life Orb can be used to pack a little more punch, and Focus Sash can be used if you're afraid you will be unable to set up Trick Room without it.

[EV's]
Slowpoke's base stats are distributed in a way that you often have an extra few to put into a secondary stat of choice. Basically, always max out HP, then your primary attacking stat. Leftovers should go into defense, but if you don't have enough (you need 76 to raise his defense one point), you can but them into Special Defense.

[Opinion]
Non-access to Waterfall is the largest downside, but Slowpoke has a nice base 90 HP to work with, which means he can survive a few hits. Aside from that, he has quite a workable movepool, and 65 base Attack isn't bad. He could be a reliable member of a Trick Room team, or one of the only "Bulky Waters" (if such a thing even exists) in Little Cup.

[Counters]
On a physical set, Bronzor only fears Fire Blast, and Murkrow is immune to both Zen Headbutt and Earthquake, so both are moderately reliable switch-ins. Exeggcute isn't too scared by physical offense, either. Mantyke and Munchlax will almost always block the special set. Naturally, Mantyke dislikes HP Electric. Revenge killers should be targeting Slowpoke's special defense with their Grass, Electric, Dark, Bug, and Ghost attacks. Stalling out Trick Room is also a decent strategy. Countering Slowpoke is a matter of figuring out which set he's using, then figuring out how to take advantage of it.
