A 300 (150 (1 HP Flail) X 2 (Adaptability)) base power move is quite scary in Little Cup even with a lowly attack of 15, and 24 speed after a Salac boost is not to shabby ether. What you do is Endure on an attack that would KO you, then try to sweep with Flail. Bite takes down Gastly and other Ghosts who are immune to your Flails. Quick attack will help to beat those frail Scarfers that would would ruin your sweep, and benefits from Adaptability. Iron Tail could be used over Quick Attack for Rocks, but a even resisted Adaptability Flail has the almost as much power as Super Effective Iron Tail (150 Vs 200) and the lowish accuracy is annoying.
The EVs and IVs lower your defenses so that enduring a hit will have a greater chance of getting you to 1 HP.
If you fear Aron and Shieldon you can run HP Fight/Ground over Bite or Quick attack, but you lose ether the ability to hit Ghosts or Priority to use against faster Pokemon.
This is the probably best set for Eevee, but it is ruined by Sand and Hail, and bulky priority users or bulky Scarfers can revenge kill it.

SET COMMENTS
With a Choice Band Eevee's STAB attacks are effectively running off 48 Attack, an almost unheard of number in Little Cup, while Bite and Iron Tail are using a decent 24 Attack. The problem is that with only 15 speed and unimpressive defences it will not last long enough to do much damage, Quick Attack helps with the former but 40 base power is a bit low.
HP Fighting is a decent option over Iron Tail to beat down the Rock/Steels, but leaves you more vulnerable to pure rock walls, if you use it change to a Defense lowering nature.
Choice Scarf may seem attractive but 22 (or 24 if you go Jolly) speed is still not great, and you lose 8 -9 attack points, which due to Adaptability is worth 16-18 on your STAB attacks. There are better normal type Scarfers.
OTHER OPTIONSSubstitute can go over Endure on the Flail set, but before a Salac boost most things will outspeed you (and 1KO or ruin you ability to reach 1 HP) so it is a lesser option.
Sleep Talk is a decent option on the CB set over Iron Tail, you lose the ability to hit Rock types hard but can absorb sleep for the team. Remember that Choiced Sleep Talk will fail after its first use. Return can work over Double-Edge if that recoil is too much, but the drop in power is annoying.
Baton pass is a nice move, but Eevee can only pass Curse and Wish, it does not do ether of those well due to low defences. use something else for BP.
A special set is possible, but outside Hidden Power, Shadow ball and Swift it has almost nothing to use, and 45 base Special Attack does not help.
EVs236 evs are needed to max out both Speed and Attack, the other 36 will only get you a point if you place them in Sp. Defence, but on the Flail set you want to have lower defences so don't bother.
OPINIONEevee has ridiculously powerful STAB attacks due to Adaptability, but is let down by its average speed and to an extent poor defences. 15-16 speed is not horrible if it can get a boost, but without one it will not last long.
It is a potent little sweeper that lacks the speed to be very common.
COUNTERSIts Flail is something to be feared so the best way to counter it is to not let it set up by not attacking as it uses Endure; Endure will fail and you may proceed to 1HKO it, however you risk it being a CB or Scarf set.
Gastly (and other Ghosts) can switch in on any normal moves with ease, but unless it is scarfed or sashed it will be beaten by Bite. Defensive rock types like Rhyhorn can take a hit from Banded or Scarfed Eevee and KO back, but they will fall before the power of Flail. Rock/Steel types (Aron & Shieldon) can come in on normal attacks with ease due to their 4x resistance and high Def, but a 4x effective HP will send them away.
Weather from Hippopotas or Snover will render the Flail set nearly useless.
Most decently fast scarfed Pokemon can revenge kill Eevee so it will rarely sweep.
