The Foreign Department

Despite the Republic's preferred title as the Voice of Humanity, the presence of the Fringe and the Koltsov worlds echo that this is not true. As such, the Foreign Department exists to not only interact with the other political entities in the galaxy but to explore yet-uncharted or uncolonized space. To do the latter, it often enlists the aid of the Rimor Orbis.

The Rimor Orbis (literally, Explorer of Worlds) is the de jure exploration arm of the Republic, being the only armed service having that responsibility. Despite having the smallest number of vessels for any of the services, the Rimor Orbis is still expected to chart new star systems and thoroughly categorize and lay out details of both colonized and uncolonized previously discovered ones. Sadly, much of the funding allocated to the Foreign Department is spent manufacturing safe navigational maps for star systems under Republic control. The last star system the Rimor Orbis was to chart was the Rana system during the Koltsov War.

Since then, the Foreign Department's main role has been the juggling of diplomatic duties in the Fringe and with the uncomfortably silent Koltsov ambassadors sent to the Republic since the Congress unofficially granted the Koltsovs independence by relating the three seceded Koltsov star systems to three stripes on the newest Republic flag pointing away from Earth.
