Some people are so consumed by their hatred towards Duterte that their eyes are blinded to see the PLAIN TRUTH.

1. The indefinite ceasefire between the MNLF, MILF, CPP NDF and the government (held in Norway)
2. The centralized complaint and action hotlines - 911 and 8888
3. The one stop shop for OFW in POEA which is way better than before
4. The opening of the DAR gates which were closed for 18 years
5. The distribution of the long overdue Hacienda Luisita to the farmers
6. The distribution of the agricultural equipment that were purchased by the previous government but weren't distributed for some political reasons
7. The immediate repatriation of stranded OFWs in Saudi Arabia (which if I remember it right, one Kuya was crying when he finally touched base simply because he could now be reunited with his loved ones because those who were sent by the previous government only visited them to have some selfies with them.)
8. The laglag-bala at the airport has finally stopped right after PRRD took office. I personally experienced that worry free moment and noticed that no more luggage are plastic wrapped.
9. The services in the government agencies are much faster and employees have started to treat the people with some respect and even with a smile. The transactions are much better these days.
10. The legit balikbayan boxes are no longer mishandled.
11. The irrigation projects for the farmers have already started nationwide.
12. The almost 700,000 surrenderees who have promised to change their lives.
13. The removal of processing fee on travel tax exemption
14. The re-submission of the 2,000 pesos SSS pension bill
15. The much empowered servicemen who are now willing to serve the country with pride and higher self esteem
16. The servicemen's one in a million dinner opportunity at Malacanang
17. The rounds in all of the defense camps to see what each station needs so that they can give better service to the country
18. The shutdown/closure of some mining companies that destroy the country's natural resources
19. The removal of the fishing pens in the Laguna Lake to give other small fishermen a fair chance to use it for their livelihood
20. The new buses from the airport to many major hubs in nearby cities
21. The one sack rice added to 4Ps cash assistance to our less fortunate fellowmen
22. The salary increase of the servicemen which is bound to happen any moment soon - and the soon to be state of the art equipped hospital for them.

24. The increased allowance of our Olympics delegates
25. The immediate signing of Freedom of Information
26. The exposés against local executives, police generals, judges and other top officials in government
27.The now better looking cleaner Baclaran, Divisoria and other public places
28. The employment increase and unemployment decrease
29. The exposés against oligarchs who have been evading to pay taxes
30. The lower street crimes because most of the nutters who are more likely to commit the crimes have already surrendered and therefore identified
31. The Mindanao peace process that has resumed again in Malaysia
32. The bilateral talks with China over the WPS dispute
33. The launch of Oplan Tokhang which has more positive results
34. The cooperation and openness of fenced elite subdivisions for Oplan Tokhang as they show support to the war on drugs campaign
35. The billions worth of drugs seized in the operation
36. The closure of so many drug labs all over the country, including the floating shabu laboratories operated by Chinese drug lords
37. The more regulated and SAF-manned BUCOR
38. The no VIP treatment for government officials in airports
39. The ongoing improvements of MRT/LRT service and other major thoroughfares
40. The customs installation of CCTVs all over the place to promote transparency
41. The crackdown of Bilibid drug trade and the expose' of Lielie de Lima
42. DFA is now faster in processing passports.
43. Fixers are now out of sight
44. End of contractualization

46. The closure of online gambling. From 4 thousand outlets during the arroyo admin, to 8 thousand outlets during Aquino admin
47. OEC exemption for OFWs returning to same employer! Finally no need to pay and go through the troublesome process of acquiring OEC.

49. The curfew hours for minors.
50. The release of Abu Sayyaf hostages

52. Karaoke ban after 10:00pm. Peace at last!

Sad to say, the local media is turning a blind eye to these accomplishments and instead is focusing on unfounded EJK accusations. The foreign media on the other hand get their reports from paid and biased journalists. Worst of all, some leaders of the international community including the President of the US, EU and UN swallow the reports hook, line and sinker, handle included. I can't believe that so called dignitaries based their judgments on garbage sources. Get it straight from the Filipino people! Logic is the ability to suspend judgment before proper evaluation, and sadly, these international leaders are grossly wanting. DUTERHEARTS, let us show the world our 16 million strong sentiments. Stop the foreign media from destroying the reputation of our President and in effect, our economy.

FOR Bureau of Customs (BOC) Commissioner Nicanor E. Faeldon, the promise of genuine change is already being realized at the agency since President Duterte took over the helm of the country’s political and economic affairs.

As a solid proof, the BOC said its revenue collection reached P40.239 billion in November, exceeding its target of P36.45 billion.

With a growing economy, collection at BOC will naturally increase. The promise of change at BOC isn't represented by a bigger collection but by decreases in corrupt officials.

MANILA - Ninety-five percent of Filipinos are set to ring in 2017 with hope rather than fear, according to a Social Weather Stations (SWS) survey released Thursday.

"The remaining 5%, however, will enter the New Year with fear," showed the December 3 to 6 poll which had 1,500 respondents.

Hope for the New Year improved by three points from 92% in 2015, the survey added.

The latest rating matches the all-time high of 95% for 2003, 2011, and 2012.

SWS also noted that the 5 percent of Filipinos who will enter 2017 with fear is the lowest since the 2004.

The survey also found that hopefulness for 2017 was widespread in all areas: 97 percent in Balance Luzon, 95 percent in Metro Manila, 95 percent in Mindanao, and 92 percent in Visayas

New Year hope was also high regardless of socio-economic class, with 99 percent of the upper to middle classes ABC hopeful of the coming year, 95 percent of the "masa" class D and 93% among very poor class E.

SWS added that hope for the New Year has always been high, starting at 87% when the pollster surveyed it in 2000 and only falling to the lowest 81 percent in 2004.

Malacañang welcomed the survey results as an indication of the public's satisfaction with the performance of the Duterte administration.

"I suppose it's part of the whole package… based on results, apparently, the public is quite satisfied with the performance of the administration," said Presidential Spokesperson Ernesto Abella.

The survey had error margins of ±3% for national percentages, ±4% for Balance Luzon, and ±6% each for Metro Manila, Visayas and Mindanao.


In case you haven't heard, you can now go to college even if you can't afford college education. That's because the 2017 budget includes funding free college education for enrolless to government schools or universities, provided of course you pass the entrance exams.

THE list of the government’s priority projects, including infrastructure, will be outlined in the Public Investment Program (PIP) 2017-2022, which is expected to be completed by January.

The PIP 2017-2022 is a companion of Philippine Development Plan (PDP) 2017-2022 and will “come shortly after the PDP is approved,” said National Economic and Development Authority (NEDA) Undersecretary for Investment Programming Rolando G. Tungpalan in an interview.

According to Mr. Tungpalan, infrastructure will have the biggest share in the PIP as the government plans to increase infrastructure spending to 5.4% of gross domestic product in 2017, the equivalent of P861 billion.

“Infrastructure will always have the biggest capital requirements,” he said, adding that social development such as health and education and the conditional cash transfers will also be in the PIP.

“In terms of investment, public investment in infrastructure will account for about 70% of the total capital investment,” said Mr. Tungpalan.

So far, there are 18 projects approved by the NEDA Board, the body which clears national projects costing P1 billion or more.

“These are transport, agriculture, rural development projects and many of them are now getting out of Manila,” said Mr. Tungpalan.

“Although we already have clear emerging priorities in transport, airport, roads, rails, we can sharpen a bit the priority list in support of PDP,” he added.

Infrastructure projects will be spread out to areas outside Metro Manila, especially in the Autonomous Region in Muslim Mindanao.

Aside from indigents, those who may avail of the program include government employees and contract of services workers, and those who are facing crisis situations "as determined by DSWD social workers." Beneficiaries should first submit requirements to the nearest DSWD Crisis Intervention Unit (CIU) located at the Central Office, field offices, and satellite offices in the provinces.

The following requirements must be submitted:
- Clinical abstract/medical certificate with full name, signature and license number of the attending physician (issued not later than 3 months)
- Doctor’s prescription with date and the name of the patient. The prescription should be signed by the attending physician with license number indicated.
- Barangay certificate of indigency or Indigent Card issued by the medical social service of the hospital
- Any valid ID of the client

On the new free medicine assistance given by the govt/DSWD:

- In extremely justifiable cases, the amount of free medicine assistance beyond P25,000 up to a maximum of P75,000 may be granted subject to the approval of the assistance secretary for protective programs for DSWD central office or the regional director for DSWD field office.

This will be a great help to our poor folks who cannot afford to buy expensive medicine.

...Has paved the way to genuine land reform as well as directing the release of coco levy funds to the real beneficiaries.

... Has directed the adoption of responsible mining, and ordered DENR to comprehensively review all mining permits and impose sanctions to erring mining companies.

Worth mentioning are the infrastructure projects that were commenced during the first 117 days. The author of the article also forgot to mention that Duterte signed the bill protecting the media...

He also forgot to mention that the economy is working just fine. Consumer confidence is at an all-time high (the exact opposite in the last 9 years), far-flung areas in Mindanao are now busy with their infra and rehab projects, etc. WE.ARE.MOVING.FORWARD. Let's kick out more crabs that weigh our country down.

In 2017, poor Filipinos need not worry about their hospital and medicine bills –these will be free, Health Department chief said Saturday.

“There’s no need to hold any card of PhilHealth, just prove to us you are a Filipino, you are entitled to be covered by health benefits, the PhilHealth will take care of the hospital billings and other concerns,” Health secretary Paulyn Jean Rossel-Ubial said Saturday during her visit to the Integrated Provincial Hospital Office (IPHO) in Maguindanao.

She said this after an increase of the funds being given by the Budget department to cover the hospital needs of the poor and needy Filipinos.

The Health Department, according to her, is now in good financial standing after the Budget Department paid last November the arrears of 32 Billion from the 42 Billion deficits of PhilHealth.

“This is first time in [DOH] history ... President Duterte has exerted all efforts and expect changes in the next days ... poor patients will leave hospitals with no billings balance,” Ubial added.

Also she mentioned additional subsidies for free medicines from government agencies, including the Philippine Amusement and Gaming Corporation (PAGCOR).

Moreover, she said that next year there will be no more buying of medicines in government pharmacies because every poor family can get it free from the government health program.

Ubial said she got assurance from President Rodrigo Duterte who she quoted as telling her, “Just take care of the poor, I'll take care where to find the money.”

The Health chief visited Maguindanao on Saturday to grace the inauguration of the first ever CT Scan machine for the Integrated Provincial Health Office (IPHO)-Maguindanao. —LBG, GMA News

WHAT started out as a Lingap para sa Mahirap, a free hospitalization and medicines program of Davao City Government for the poor at the Southern Philippines Medical Center (SPMC), which has enabled zero billing for many poor patient, is now a nationwide program of the Department of Social Welfare and Development (DSWD).

The DSWD signed a memorandum of agreement (MOA) with the SPMC in Davao City and Davao Regional Medical Center in Tagum City on Friday, March 2, for the implementation of Lingap sa Masa program.

In the 66th anniversary celebration of the DSWD Field Office (FO) at Grand Men Seng Hotel, DSWD Secretary Judy Taguiwalo together with SPMC chief Dr. Leopoldo Vega, and DRMC chief Dr. Bryan Dalid inked the MOA, which provides the details of the partnership and agreement between the DSWD and the two state-run hospitals.

Secretary Taguiwalo said in her remark that President Rodrigo Duterte has allocated P1 billion for medicine assistance to indigent patients to be sourced from the socio-civic projects fund of the Office of the President Under the Libreng Gamot Para sa Masa or Lingap sa Masa program.

The program will provide assistance through the issuance of guarantee letters for the purchase of medicines from hospital pharmacies or from partner drug stores, wherein the DSWD will be the lead agency who will manage and implement it and ensure that the programs is properly distributed to the indigent citizens.

"Nag set-aside si President ng pera dahil alam niya ang problema ng mga may sakit lalo na yong mahihirap na walang pambili ng gamot (The President has set aside money because he knew the problems of those who are sick especially who can’t afford to buy medicine)," Taguiwalo said.

SPMC and DRMC are two of the six public hospitals in the country that were chosen to benefit from the program. Of the P1 billion budget, P150-million were given to the two hospitals. Each citizen has a limit up to P75,000 only.

The other hospitals are in Manila, Pampanga, Cebu, and Iloilo.

The program will be assessed after three months to determine the lapses and possible improvement. DSWD-Davao Regional Director Mercedita Jabagat, for her part, said that they have already started to implement the program last March 1 and have already assigned social workers to assist the citizens.

The program will only cover medicine and aside from that, such as the laboratory fee, professional fee and for operation will no longer be shouldered by Lingap sa Masa.

Jabagat also mentioned that they are eyeing to have a contact with other pharmacist near the vicinity of the two hospitals to be one of their partners in its implementation.

“The Philippines remains to be one of the countries forced to pay costly drug prices in Asia especially those with similar economic status and levels of healthcare spending. This is an issue we need to confront to reduce the huge out-of-pocket healthcare spending for medicines,” revealed Health Secretary Paulyn Rosell-Ubial during the 3rd Patient Forum on Access to Medicines where the DOH unveiled the Presidential directives to improve medicines access and alleviate the costs borne by patients and their families.
During the dialogue, the DOH also reported the progress in implementing strategies enshrined in the Cheaper Medicines Act which include improving market competition through the promotion of generics, enhancing drug price monitoring and transparency and increasing government financing through the creation of medicines access programs for priority diseases targeting poor and vulnerable populations who go to government hospitals and rural health units.
“Reducing out-of –pocket spending particularly for medicines is one of the twelve legacies targeted under the Philippine Health Agenda. The current administration is determined to maximize the instruments provided in the law and undertake reforms to ensure that we bring prices down for consumers overall and increase government subsidy that will ease the burden of our patients,” said Secretary Ubial.
Since the implementation of the Cheaper Medicines Law, there have been major changes in the pharmaceutical market in the country with generics now dominating the market because of the entry of more generic players and the mushrooming of generic pharmacy chains. Generics now account for 65 percent of the total pharmaceutical market in terms of volume sales whereas originator products account for only 35 percent of the total pharmaceutical market industry.

The Philippines has a Generics Law enacted in 1988 mandating generics labelling, generics prescription and generic substitution in pharmacies. In 2008, the Food and Drug Administration Strengthening Act was passed by the 14th Congress to strengthen its capacity to regulate the safety and quality of drugs.
“The price reduction from generic competition and the past mandatory price reduction scheme specifically the maximum drug retail price (MDRP), has not been observed across all classes of medicines as shown by recent impact assessments commissioned by the DOH. As prices of medicines result from a combination of regulatory, patent and competition policies, we also need to implement a combination of reforms to address the issue of high prices of medicines,” said Secretary Ubial.
The Health Chief enumerated several strategies being planned by the Duterte Administration such as the revival of the Botika ng Bayan to serve the outpatient drug needs of patients to augment Philhealth benefits, centralizing the purchasing and procurement of essential drugs for government health facilities and coming up with economic zones for foreign and local generics companies to encourage them in establishing manufacturing plants locally with the long-term goal of better competition and the assurance of the long-term supply of affordable and quality generics in the country.
The Department of Health has also requested the Philippine Competition Commission to look into potential anticompetitive strategies in the pharmaceutical industry such as cartels, anticompetitive agreements and abuses of dominant position which may be restricting competition and keeping prices up while most of the essential medicines have been long off-patent and should therefore already have generic counterparts bringing savings to consumers, patients and the government.

One of the highlights of the forum is the consultation with patient organizations and civil society in implementing the next round of mandatory drug price reduction scheme through the Maximum Drug Retail Price. In 2008 and 2009, the Philippine Government imposed drug price ceilings on only five drugs namely amlodipine, atorvastatin, azithromycin, cytarabine and doxorubicin.

“It has been almost a decade since we first implemented the MDRP and it is about time to review the list and add more if needed especially since we continue to monitor drug prices that are higher than most of our neighbors in the ASEAN. The Philippines is not a rich country and it is impossible to afford and sustain spending for new expensive drugs even with the increased healthcare budget of the DOH especially when they cost hundreds of thousands to millions per patient per year. We need to push for a more fair and sustainable system not only for patients but also the government.” said Secretary Ubial.
The Health Secretary added that the voice of the patients is important in discussions on prices and access to medicines since they and their families currently bear the brunt of healthcare spending and sustain the benefits and risks of their medical treatment. Ubial also said that legislative and governance reforms are currently underway to ensure that better affordability of quality drugs in the long run recognizing that they are an essential part of the landscape of Universal Health Coverage.
The Patient Forum on Access to Medicines is a quarterly dialogue being held by the Department of Health as a venue to discuss current initiatives of the Department of Health with regard to diverse healthcare issues apart from pharmaceutical policies. Patients are deemed as an important partner and stakeholder of the DOH in moving forward in achieving its goals towards Universal Health Coverage.

The President turned over the check to PGH director Dr. Gerardo Legaspi during a meeting in Malacañang last Tuesday, March 8.

“The amount will be allocated for the underprivileged patients of the hospital who cannot afford medical procedures and treatments,” read a statement from the Radio-Television Malacañang that released a video preview of the meeting.

The President has previously shown his soft spot for the poor after setting aside P2 billion for free medicine assistance to the public. The funds, sourced from the income of the Philippine Amusement and Gaming Corp, were channeled through the Department of Health.

The Philippines is all set to export corn to its Asian neighbors, a historic first for the country, Agriculture Secretary Emmanuel Piñol said Thursday. Corn harvests this year will breach the 5.6-million ton domestic requirement.

Citing the report of Assistant Secretary Federico Laciste, National Corn Program coordinator, the Agriculture chief said the Philippines’ yellow and white corn harvest for 2017 is expected to hit 8.1-million metric tons in spite of the series of natural calamities which hit the country recently, including the 7-month El Niño.

He added that the production of cassava, which is lumped with corn in the animal feeds category, is seen to reach 570,000 metric tons, contributing further in stabilizing the corn and animal feeds supply in the country.

The export of corn to Malaysia, Taiwan and South Korea could result in better prices for yellow corn and is expected to encourage farmers to plant more, the Cabinet official noted.

For 2016, in spite of the 7-month El Niño which ravaged the country's agricultural areas, the country posted a 7.5-million metric ton harvest for both yellow and white corn while cassava production reached 536,000 metric tons.

"Corn production is expected to be boosted further with the approval and adoption yesterday of the Solar-Powered Irrigation System based on the technical validation and recommendation of the DA's Central Agriculture and Fisheries Engineering Division," Piñol said.

"In yesterday's meeting at the Bureau of Plant Industry compound in Malate, Manila and attended by top officials of the Department of Agriculture, the adoption of drip irrigation using the Solar-Powered Irrigation System and the use of hybrid corn seeds were identified as priority measures in the National Corn Program," he added.

Irrigating corn fields, which is already being done in parts of Central Luzon, Cagayan Valley and Ilocos Region has proven to tremendously boost production per hectare which now has a national average of 4.7-MT per harvest, the department claimed.

Duterte admin ushers in ‘golden age of infrastructure’ with 64 major projects

A total of 64 big-ticket projects ranging from major road networks, railway systems and bus rapid transit systems to airport and seaport modernization are either for implementation or in the pipeline as part of the Duterte administration’s envisioned “golden age of infrastructure.”

Another 15 ongoing projects are being implemented by the Department of Public Works and Highways (DPWH) that are either locally funded, with Official Development Assistance (ODA), or through Public-Private Partnership (PPP) projects.

These ongoing projects include the Mandaluyong Main Drainage Project (Phase II); Central Luzon Link Expressway, Phase I, Tarlac-Cabanatuan, Nueva Ecija; Integrated Disaster Risk Reduction and Climate Change Adaptation Measures in the Low Lying Areas of Pampanga Bay; Tarlac-Pangasinan-La Union Expressway (Binalonan-Rosario Section), Flood Risk Management Project (FRIMP) in Cagayan de Oro River and the Sen. Gil Puyat Ave.-Paseo De Roxas / Makati Ave. Vehicle Underpass Project.

According to DPWH Secretary Mark Villar, all these projects will significantly boost growth and raise productivity and competitiveness.

The Department of Budget and Management (DBM) projects the national government to raise the infrastructure budget from P552 billion to P1.470 trillion by 2022, or from 3.5 to 5.7 percent of the Gross Domestic Product (GDP).

In the same period, the total infrastructure budget–both national and local–is projected to grow from P861 billion in 2017 to P1.832 trillion by 2022, or from 5.4 to 7.1 percent of GDP.

“The significant increase in the infrastructure budget will be used to fund ongoing and proposed major infrastructure projects, which are vital for sustaining high and inclusive growth,” Villar said.

The 64 projects for implementation or in the pipeline are broken down as follows: 20 involving road construction and improvements; two involving bridge construction and reinforcements; four flood control projects; two dams; one road transport IT infrastructure project; 23 involving rail systems; seven airport development projects; two transport terminals; and three bus rapid transit systems.

Besides its current projects, the DPWH is also set to either oversee or implement 10 infra projects in Metro Manila and Mindanao. These are the: Bonifacio Global City-Ortigas Center Link Road Project; UP-Miriam-Ateneo Viaduct along C-5/ Katipunan; Metro Manila Priority Bridges Seismic Improvement Project (Guadalupe Bridge and Lambingan Bridge; Widening/Improvement of Gen. Luis St.-Kaybiga-Polo-Novaliches; Cavite-Laguna Expressway; NLEX-SLEX Connector Road; Metro Manila Interchange Construction Project VI; Davao City By-Pass Construction Project (South Section (Road) and Center Section (Tunnel); Panguil Bay Bridge, and Phase 1 of the Metro Manila Flood Management Project.

The Department of Transportation (DOTr), on the other hand, has awarded 6 PPP projects and is either bidding out or about to bid out 10 PPP projects, according to DOTr Secretary Arthur Tugade:

The awarded PPP projects are the Integrated Transport System (ITS) Project: South Terminal; Integrated Transport System (ITS) Project: Southwest Terminal; LRT Line 1 Cavite Extension and Operations and Maintenance; Contactless Automatic Fare Collection System; Mactan Cebu International Airport Project; and MRT Line 7.

PPP projects that are either undergoing or about to undergo bidding are the Development, Operations and Maintenance of Bacolod-Silay, Davao, Iloilo, Laguindingan and New Bohol (Panglao) Airports; LRT Line 2 Operations and Maintenance; Road Transport Information Technology Infrastructure (Phase II); LRT Line 6; Philippine National Railways – South Line (previously, the North-South Railway Project – South Line); and NAIA Development.

The DOTr, through a combination of ODA and PPP, is implementing and developing a total of 23 rail projects which will greatly expand the country’s rail system from the current 77 kilometers to over 1,750 Km.

The 10 ongoing rail projects include the following: PNR North (Manila-Malolos), PNR South Commuter PPP Project (Manila-Los Banos), PNR South Long Haul PPP Project (Los Banos-Legaspi,Matnog,Batangas Port), Line 1 Cavite Extension PPP Project (Baclaran-Niog), Automated Fare Collection System PPP Project (Beep Card), Line 2 O&M PPP Project, Line 2 East Extension (Santolan-Masinag), Line 2 West Extension (Recto-Pier 4), Line 6 PPP Project (Niog-Dasmarinas), Line 7 PPP Project (San Jose Del Monte-North EDSA).

Another 13 rail projects are being developed by DOTr.

These include the following: Mindanao Railway (Circumferential), Cebu Railway (5 lines), Panay Railway, Line 4 (Taytay-Manila) PPP Project, Line 5 (Pasay-Makati-Taguig) PPP Project, Line 8 (Quezon City-Manila) PPP Project, PNR North Phase 2 (Malolos-Clark), Mega Manila Subway Project, Subic-Clark Railway.

Aside from extensive rail development, the DOTr is also implementing at least three Bus Rapid Transit (BRT) systems, establishing 77 km of segregated busways and improving pedestrian and bikeway facilities.

These include the Cebu BRT, the Quezon Avenue BRT, and the Central Corridor (EDSA) BRT. Several other BRT systems and corridors are also currently being studied by DOTr.

Alongside these projects, there are 12 other DPWH projects in the pipeline.

These include the Panay-Guimaras-Negros Link Project; EDSA-Taft Flyover; Central Luzon Link Expressway, Phase II, Cabanatuan-San Jose, Nueva Ecija; Flood Protection Works in the Marikina River including Retarding Basin; and the Dalton Pass East Alignment Alternative Road Project.

Another six big-ticket projects funded through PPPs are also either being proposed by the DPWH or already in the pipeline.

These include the R-7 Expressway, Manila Bay Integrated Flood Control, Coastal Defense and Expressway, and the Laguna Lakeshore Expressway Dike.

DBM Secretary Benjamin Diokno said the incremental revenues that would be raised from the first package of the Department of Finance (DOF)-proposed Comprehensive Tax Reform Program (CTRP) amounting to some P163 billion in 2018 is consistent with the planned increase in the budget deficit from 2.7 percent of GDP in 2016 to 3 percent of GDP beginning 2017.

The first package of the CTRP was submitted by the DOF to the Congress last Sept. 26.

Finance Secretary Carlos Dominguez III said the DOF welcomes the recent statement of Rep. Dakila Carlo Cua, who chairs the House ways and means committee tackling tax reform, that the first package would be approved by his panel in January this year.

In the medium-term, Dominguez said tax reform is expected to help reduce the poverty rate from 21.6 percent in 2015 to 14 percent in 2022, lifting some six million Filipinos out of poverty, and helping the country achieve upper middle income country status, with the per capita gross national income increasing from $3,550 in 2015 to at least $4,100 by 2022, which is where China and Thailand are today.

If this momentum is sustained, the country would be well on its way to becoming a high-income economy by 2040 with a per capita gross national income of a least $12,000, or where Malaysia and Korea are right now, he added.

Package One of the CTRP seeks to lower personal income tax rates, broaden the Value Added Tax (VAT) base, and increase the excise taxes on oil products and automobiles.

The lowering of personal income tax rates, a promise that President Duterte made during the 2016 poll campaign, will increase the take-home pay of workers and make our tax rates more competitive, Dominguez said.

A broader VAT base will level the playing field and reduce massive leakages, while higher excise taxes on oil products and automobiles will improve the progressivity of the tax system as richer households consume far more of these products, he said.

“Meanwhile, to protect the poor and vulnerable sectors, highly targeted transfers and subsidies will be provided as part of the ramp up of social spending from 37.3 percent of the 2016 budget to 40.1 percent of the 2017 budget,” Dominguez said.

According to a report quoting BMI Research, sustaining the country’s high growth path is dependent on the Duterte administration’s ability to roll out big-ticket infrastructure projects.

Also, the Oxford Business Group has cited a November report of ratings agency Standard & Poor’s that said the Philippines was a top performer in Southeast Asia in 2016 partly because of an expansionary fiscal policy that emphasizes public infrastructure.

Other institutions have also said the Philippines can sustain its high growth of above 6 percent–and thus its status as one of Asia’s fastest growing economies–provided that the Duterte administration delivers on its commitment to accelerate spending on infrastructure.

These private and multilateral institutions include the International Monetary Fund, World Bank, Asian Development Bank, Fitch Ratings, S&P Global Ratings, Nomura, First Metro Investment Corp. (FMIC), Colliers International, Nordic Business Council of the Philippines (NBCP), Philippine Chamber of Commerce and Industry (PCCI), Employers’ Confederation of the Philippines (ECOP), Goldman Sachs, Bank of the Philippine Islands (BPI), Standard Chartered Bank, Hong Kong and Shanghai Banking Corp. (HSBC), Sun Life Asset Management Co., AB Capital Securities, Lamudi PHL and the Management Association of the Philippines.

MANILA, April 5 (PNA) -- A newly-appointed Department of Tourism (DOT) official is looking at harmonizing three unique tourism offerings to spur tourist arrivals in the country under the Duterte administration.

“I was given the assignment to take care of ecotourism farm tourism and faith tourism… I would like to link the three sectors to a viable economic foundation for the DOT,” DOT Undersecretary Silvino Tejada said in a press conference.

Since ecotourism has had a head start compared to farm and faith tourism, Tejada said that he has already started meeting regional directors and would eventually want to see the sights personally.

“I want to see exactly what is happening in the ground. I will be visiting all the regional offices after Holy Week and from there I will be able to come up with a concrete plan for faith tourism, agri-tourism and farm tourism rolled into one,” Tejada said.

“It should be harmonize, it is a unique package, a big program for the promotion of tourism industry in the country. My wish is before we reach 2022, the tourism industry will be the lead catalyst of a climate resilient, robust and vibrant tourism industry in the country,” he added.

Aside from meeting regional directors, he has also coordinated with Sen. Cynthia Villar, chair of the Senate Committee on Agriculture on proposals to establish farm schools in every town.

“…I was with Sen. Villar last week meeting with her about her thoughts on farm tourism. She is the author of the Farm Tourism Development Act and the chair of the Senate Committee in Agriculture and she instructed me to establish one farm site and one farm school for every town,” Tejada said.

“I will be preparing the plan, endorsing it and hopefully it will be granted. The same strategy will be made when I was still with the Department of Agriculture.

Tejada has previous experience in the agriculture being former director of the Bureau of Soils and Water Management.

“With my experience in the agriculture sector, I won’t have a hard time integrating the agri(culture)sector in the tourism sector,” he said.

To date, he has so far created a Farm Tourism Development Board and eventually contemplate on a Technical Working Group.

Tejado also serves as the permanent official representative of DOT Secretary Wanda Teo to lead Nayong Pilipino Foundation, the National Ecotourism Committee, National Ecotourism Development Council and World Travel and Tourism Council. (PNA)

MANILA, Philippines - Students in state universities and colleges (SUCs) do not have to pay tuition starting next year, following the realignment of P8.3 billion in the 2017 budget of the Commission on Higher Education (CHED).

The Senate realigned the P8.3-billion allocation to cover tuition of students in SUCs during the Senate deliberations on the 2017 budget. It reportedly came from the infrastructure budget for the Autonomous Region in Muslim Mindanao, which was questioned by Sen. Panfilo Lacson and dubbed as a form of pork barrel.

“That’s purely for tuition, that’s purely to remove tuition from the student expenses,” CHED chair Patricia Licuanan said in a television interview yesterday.

“We cannot spend that P8 billion on anything else except to compensate the schools for the fact that they can no longer charge tuition,” she added.

Licuanan said the CHED is working with other government agencies for the implementing guidelines on how to utilize the budget, which will be part of the 2017 General Appropriations Act now awaiting the signature of President Duterte.

“Logistically, it will be difficult. How do you share, how do you divide up P8 billion with 113 SUCs (and the University of the Philippines)? What formula do you use?” she asked.

“The implementation will be a bit of a challenge, but that’s the intention of the P8 billion,” she added.

CHED deputy executive director Napoleon Imperial said the commission would coordinate with the Department of Budget and Management to address issues regarding fund utilization.

“CHED wants to ensure that the implementation/guidelines are defined properly to be able to manage the huge amount of funds accordingly,” he added.

Kabataan party-list Rep. Sarah Elago lauded the allocation of the budget and called it a step in the right direction for SUCs.

“This is a victory for the youth movement which has long fought for the right to education. This is great news for the nation’s youth and their families, especially the poor and marginalized,” she said.

“I also call on student councils and student governments, as well as the regents and trustees, to conduct student consultation summits to help shape and monitor the implementation of the tuition-free policy. We must do everything in our power to have it implemented quickly and with a positive effect on students and the SUC community.

“We don’t expect this to be easy. We are fighting a decades-old problem that infected SUCs with the wrong notion on tuition. Some SUCs may insist on violating the spirit of the Congress decision, but we will patiently and unequivocally fight them,” she added.
