Poe: Establishing more cell sites is the key to having a faster internet connection.
ME: I don't think so. Fiber optics is the way to go.

President Rodrigo Duterte on Monday approved the national broadband program, a project that was canceled during the Arroyo administration following corruption allegations, his Agriculture secretary said.

The matter was discussed during the Cabinet meeting in Malacañang on Monday, Agriculture Secretary Emmanuel Piñol said in an online post.

“President Rody Duterte has approved the establishment of a national government portal and a national broadband plan during the 13th Cabinet meeting in Malacañang today (March 6),” Piñol said.

“After a presentation made by Department of Information and Communications Technology Secretary Rodolfo Salalima, President Duterte emphasized the need for faster communications in the country,” he added.

Piñol, who is not an official spokesperson but was present during the meeting, said Duterte had wanted “to develop a national broadband plan to accelerate the deployment of fiber optics cables and wireless technologies to improve internet speed.”

An executive order is needed to implement the national government portal.

The government under then President Gloria Macapagal-Arroyo intended to establish a national broadband network that would link all government agencies via the internet.

It tried to implement a $329-million broadband deal with Chinese firm ZTE Corp. but canceled it in the wake of allegations of corruption and overpricing.

Arroyo was charged with graft in connection with the deal but the case was dismissed by the Sandiganbayan last year.

Changes in government procurement law eyed

In the same meeting, Duterte said he would ask the Budget department to “review and work for the amendment” of the government procurement law, especially on the provision that prefers the lowest bids for state projects.

“President Duterte said the lowest bid does not guarantee quality products being procured by government,” Piñol said.

"Lowest bid, lowest bid tapos (and then) after one year, sira na (it is no longer working)," the Agriculture chief quoted the president as saying.

Piñol said Duterte wants to give more premium to quality over the lowest bid.

"We need to amend the procurement law to correct this," Duterte was quoted by Piñol as saying.

Sec. Salalima submitted three options to the Office of the President in October 2016 to implement a national broadband program. One of the options included installation of a national broadband network from scratch, which could cost the government P77 billion to P200 billion. The DICT's national broadband plan was a response to Duterte's marching orders at his first State of the Nation Address (SONA) in July 2016, in which he pushed for free WiFi access to more areas in the countryside.

Kailangan na natin talaga ito. Thank you, Mr. President! Huli na tayo sa speed ng internet. Yung mga kapitbahay nating bansa napag iwanan na tayo. Overpriced pa ang internet service sa Pinas. Kailangan ng competition para bumaba ang presyo at gumaling ang serbisyo nila. Let other providers enter the market to compete with the duopoly of PLDT and Globe. Competition breeds good service. The telecom companies in the Philippines are way too greedy. Sana papasukin ni Duterte mga foreign companies (American, Australian, German, other Asian and European companies). Finally..somebody is making sense. Our procurement law should be revised, the sooner the better, however contractor accountability should be reviewed and enforced. Isa pa, kapag ang contract stipulates that the job be finished on or before a certain date/year and the company fails to do so, it should be fined heavily (by millions per day like they do in the U.S. ) so it is forced to finish their work on time by hiring enough very skilled workers & technocrats. And also, kung ano yung napagkasunduang halaga yung lang dapat ang ibayad sa kompanya. Ang nangyayari ngayon sa Pinas ay pag-nadelay ang completion ng proyekto humihingi sila ng extension at extra funds pa. That needs to STOP. Sabi nga ni PDuts, "STOP IT!!!" :batok:
